The House of Representatives adopted on Monday, July 8, 2024, four Government bills and three parliamentary bills. The adoption took place during two legislative sittings chaired by the Speaker of the House of Representatives, Hon. Rachid Talbi El Alami, and attended by the Minister of Justice, Mr. Abdellatif Ouahbi; the Minister of Health and Social Protection, Mr. Khalid Ait Taleb; the Minister of Agriculture, Maritime Fisheries, Rural Development, Water, and Forests, Mr. Mohammed Sadiki; the Minister Delegate to the Minister of and Economy and Finance in Charge of the Budget, Mr. Fouzi Lekjaa; and the Minister Delegate to the Head of Government in Charge of Digital Transition and Administration Reform, Ms. Ghita Mezzour.
During the first legislative sitting, the House adopted by unanimity of votes Government Organic Bill 30.24 amending and supplementing Organic Law 02.12 on appointment to senior positions in accordance with the provisions of Articles 49 and 92 of the Constitution. The Bill aims to amend and supplement the list of public strategic institutions and enterprises and the list of senior positions outlined in Addenda 1 and 2 of Organic Law 02.12. The Bill is highly important given the significant value of the strategic public institutions it covers.
The House also adopted by unanimity of votes Liquidation Bill 09.24 on the execution of the 2022 Finance Act, which came amidst a challenging juncture marked by the succession of crises and the increase of geopolitical tensions around the world, thus impacting the world economy and the purchasing power of citizens in various regions of the world because of the rise in inflation that has aggravated upon the war in Ukraine. These conditions add up to the drought that our country has witnessed, which is one of the harshest of its kind in the last four decades.
During the same sitting, the Representatives approved by unanimity of votes Government Bill 32.24 enacting the dissolution and liquidation of the National League for the Fight against Cardiovascular Diseases. The Bill comes within the scope of the effective implementation of the projects aimed at profoundly and drastically reforming the national healthcare system, particularly in the aspect of the global revision of governance and the reinforcement of the role and responsibility of the State.
As a non-profit establishment created in 1977, the National League for the Fight against Cardiovascular Diseases worked on providing various services for individuals suffering from cardiovascular conditions and contributed actively to preventing and treating these diseases.
Besides, the House adopted by unanimity of votes Government Bill 95.21 amending and supplementing Dahir 1.73.255 of Chaoual 27, 1393 (November 23, 1973) on the regulation of maritime fishing. The Bill aims to instate a legal framework for maritime fishing for scientific purposes, reinforce the system of control over fishing vessels, and strengthen the measures of internal monitoring of marine products.
During the second sitting, the members of the House adopted by unanimity of votes a parliamentary bill amending and supplementing Dahir 1.58.008 of Chaaban 4, 1377 (February 24, 1958) operating as Civil Service Statutes. The Bill combines four parliamentary bills presented by the Group of Progress and Socialism, the Istiqlali Group of Unity and Egalitarianism, the Group of Authenticity and Modernity, and the Socialist Group of Ittihadi Opposition. The proposals of the Bill aim to enhance the social protection of civil servants and ameliorate their social conditions.
The members of the House also adopted by unanimity of votes a parliamentary bill amending and supplementing Dahir of Ramadan 9, 1331 (August 12, 1913) operating as Code of Obligations and Contracts, as amended and supplemented. The Bill, presented by the Group of Progress and Socialism, aims to amend and supplement Article 573 of the Code by amending the provisions covering the action for obsolescence of the defect warranty to extend its limit to two years from the date of delivery and the obsolescence of all actions after five years from the date of the sale.
The Representatives also adopted by unanimity of votes a parliamentary bill amending and supplementing Law 18.00 regulating the co-ownership rules applicable to erected buildings. Proposed by the Haraki Group, the Bill aims to ameliorate and facilitate the running of the unions of co-owners and the reinforcement of their rational management, particularly as regards the diversification of the legal means of notification of residents regarding the meetings of co-owners. The Bill also stipulates mediation procedures of adjudication between owners to preserve good links between residents.
