House of Representatives Adopts Three Government Bills related to Agriculture and Copyright

The House of Representatives adopted, on Monday, April 11, 2022, by unanimity of votes two Government bills related to agriculture, and by majority of votes a Government bill related to copyright and related rights. The adoption took place during a legislative plenary sitting chaired by the Speaker of the House of Representatives, Rachid Talbi El Alami, and attended by the Minister of Youth, Culture and Communication, Mohamed Mehdi Bensaid, and the Minister of Agriculture, Maritime Fisheries, Rural Development, Water and Forests, Mohammed Sadiki.

In this regard, the Representatives present adopted by majority of votes Government Bill 66.19, amending and supplementing Law 2.00 on copyright and related rights, which falls within the framework of protecting the freedom of creativity and cultural expression, as provided for in Article 5 of the Constitution, as well as within the framework of the reforms led by the Communication Sector, aiming at protecting intellectual property rights, and strengthening and upgrading the legal arsenal in order to further protect the rights of authors and creators in our country.

During the same session, the Representatives unanimously adopted Government Bill 80.21 related to the establishment of the National Agricultural Registry, which is in line  with the tenor of the High Royal Message addressed to the participants in the Conference held on the occasion of the World Statistics Day, on October 20, 2010, which stipulates the need to carry out the agricultural census.

This legislative text is being adopted in a moment when different States around the world become increasingly interested in establishing an agricultural registry aimed at regulating, modernizing and monitoring the agricultural sector.

It should be noted that the National Agricultural Register aims to establish a database of agricultural exploitations and to contribute to the elaboration of public strategies and programs in the agricultural sector. Besides, it aims to facilitate access to agricultural development programs, product coding, health safety and production chain advancement…etc.

In addition, the Representatives adopted by unanimity of votes Government Bill 81.21, amending and supplementing Law 40.80 on the creation of the National Institute for Agricultural Research, which aims to strengthen and support the position of the Institute in order to keep pace with the important developments that have taken place both in its external environment through the new agricultural strategies "Green Generation 2020-2030", or its internal environment, and in particular to call on the Administrative Board of the Institute to establish a structure that is more adapted to the specificities of the Institute.

The Bill also aims to review the functions of the Institute in order to enhance its position and role in the scientific research system by reformulating and updating the current functions and embedding in new ones.
