Board of House of Representatives Holds Weekly Meeting on Tuesday, July 7th, 2020

Youth, the Amending Finance Bill, and the relations of the House of Representatives to other constitutional institutions were the main topics of the Board meeting

 

The Board of the House of Representatives held its weekly meeting under the chairmanship of the House's Speaker Habib El Malki on Tuesday, July 7th, 2020. The meeting discussed Government control, legislation, the work plan of the House, and its relations with some constitutional institutions.

Concerning Government control, the House's Board set the agenda of the weekly sitting scheduled for Monday, July 13th, to include three Government departments. The departments are agriculture, fisheries, rural development, water, and forests; equipment, transport, logistics and water; and employment and vocational integration.

As regards the preparations for the monthly sitting on general policy, scheduled for Monday, July 20th, the Board stressed the timeliness of the topic of youth as this category occupies a central position considering its social, economic, and family dimensions and that it faces major challenges nowadays, being the basis, instrument, and aim of development. The House's Speaker and the Board members also recalled the indicators relating to this social category in terms of social and economic rights, such as the right to employment, health, education and training, and housing, and all that may consolidate the integration and participation of this category in the public political and civil life in an active manner that fits its importance.

The House's Speaker noted that this topic was subject of discussion with the chairpersons of the parliamentary groups and caucus and is a mutual interest.

Thus, the House's Board has decided to include the topic of youth in its various aspects, aspirations, challenges, and stakes as the focus of the monthly sitting devoted to questioning the Head of Government on Monday, July 20th.

As for legislation, the Board reviewed the texts referred to it and praised the efforts of the Internal Affairs, Communes, Housing, and Urban Policy Committee and its members, and the efforts of all deputies, considering the constructive debate that marked the examination of the Government bill relative to the state of public health emergency and the measures of its declaration. The Board also reviewed a Government bill on the National Authority for Probity, Prevention, and Fight Against Corruption (INPPLC), and referred it to the Justice, Legislation, and Human Rights Committee.

Regarding the examination of the Amending Finance Bill, which will be presented in a joint plenary sitting of the two Houses on Wednesday, July 8th, the Board determined the program of plenary sittings and set the time-frame dedicated to discussions after consulting the parliamentary groups and caucus.

Concerning the House's relations to other constitutional institutions, the House's Speaker stressed the importance of such relations in enriching the public debate and benefitting from the specialized expertise provided by these institutions. The Board members also agreed on the importance of such relations.

In the same respect, the Board welcomed and approved the request of the Education, Culture, and Communication Committee for the opinion of the Competition Council on the rules of competition between private schools, under Article 5 of the law on the said institution.

On another note, and following the provisions of Article 340 of the Rules of Procedure of the House of Representatives, and at the demand of the Internal Affairs, Communes, Housing, and Urban Policy Committee, the Board agreed on submitting a request to the President of the Economic, Social and Environmental Council to appoint one of the Council's members to present before the Committee the institution’s opinion regarding Government bill 72.18 on the system of targeting the social support programs beneficiaries and the creation of the National Register Agency.

Regarding the National Human Rights Council (CNDH), the Board approved the request of the Internal Affairs, Communes, Housing, and Urban Policy for the opinion of the said Council regarding Government bill 04.20 on the electronic national identity card (CNIE), following Article 25 of the law on the Council and Article 344 of the House's Rules of Procedure.
