The House of Representatives adopted, on Thursday, July 25, 2024, Government Bill 22.24 on the Reform of the Regional Investment Centers and the Creation of the Unified Regional Investment Committees and the Parliamentary Bill amending the Statute of Civil Service. The adoption took place during two legislative sittings chaired by the Speaker of the House of Representatives, Hon. Rachid Talbi El Alami, and attended by the Minister Delegate to the Head of Government in Charge of Investment, Convergence, and Public Policy Evaluation, Mr. Mohcine Jazouli, and the Minister Delegate to the Head of Government in Charge of Relations with the Parliament and Government Spokesperson, Mr. Mustapha Baitas.
Government Bill 22.24 amending and supplementing Law 47.18 on the Reform of the Regional Investment Centers and the Creation of the Unified Regional Investment Committees, adopted by the House by a majority of votes, aims to follow the dynamism characterizing the investment sector in the Kingdom, within the scope of the High Royal Directives that bet on productive investment as an essential lever to stimulate national economy and achieve the engagement of the Kingdom in promising fields.
The Bill aims to create a core transformation as regards Regional Investment Centers, anchor their role as crucial actors in making decisions and promoting investment at the regional level, reinforce their role in monitoring the decisions taken by the Unified Regional Investment Committees, implement investment projects, strengthen coordination between centers, as investment drivers, and the various stakeholders in the investment system at the regional level, regulate the granting of exemptions in urbanization, and reinforce the procedure linked to processing appeals.
During the second sitting, the House of Representatives adopted by unanimity of votes the Parliamentary Bill amending Dahir 1.58.008 of Chaaban 4, 1377 (February 24, 1958), operating as Statute of the Civil Service, in a second reading.
The Bill was drafted following the merger of four parliamentary bills into one, presented by the Group of Progress and Socialism, the Istiqlali Group of Unity and Egalitarianism, the Group of Authenticity and Modernity, and the Socialist Group of Ittihadi Opposition.
These bills aim to reinforce the social protection of civil servants and advance their social conditions by amending and supplementing the provisions of Dahir 1.58.008 operating as Statute of the Civil Service.
