Speaker of House of Representatives Holds Meeting with Chairpersons of Standing Committees on June 24th, 2020

Speaker of House of Representatives Habib El Malki held a meeting with the chairpersons of the standing committees on Wednesday, June 24th, 2020. The meeting was devoted to discussing the works of the standing committees in control and legislation.

The Speaker of the House of Representatives and the chairpersons of the standing committees initiated the meeting by extending their warmest congratulations to His Majesty King Mohammed VI, may God protect him, for the success of the surgery he underwent. They also implored God Almighty to protect the Sovereign, surround him with His providence, and perpetuate his health and wellness to pursue Morocco's triumphant journey and achieve the development and prosperity his people aspire.

The participants seized the occasion to commend the wise decisions of His Majesty, may God protect him, at the national, regional, African, and international levels. These decisions were marked by the wisdom and solemnity of the approach that constructs Morocco's major choices in various fields, following the enlightened leadership of His Majesty.

In the same meeting, the House's Speaker Habib El Malki presented the record of the House's control and legislative actions through indicators of the dynamic of the House and its daily interaction with the concerns and issues of society. In this respect, the activities of committees have increased considerably, as they discussed around 52 topics that covered various timely issues emanating from the repercussions of the pandemic on economic, social, cultural, environmental, health, and humanitarian services.

The parliamentary groups and caucus also contributed to the activities through 213 parliamentary bills, 13 of which were approved by the House. At the same time, 26 of them have responded to many issues resulting from the current crisis.

These parliamentary initiatives constructed a huge part of the discussions, and hence reflected the growing concern regarding their outcome. This concern was raised on multiple occasions by the components and members of the House, with the aim of establishing a new culture where the parliamentary legislative initiatives are prioritized in the House's agenda.

To reach the aspired goals, and in interaction with the positive stance of the Government regarding about 50 parliamentary bills, the participants have decided, following the provisions of Article 180 of the Rules of Procedure, that the committees will work on programming the aforementioned parliamentary bills submitted to them in the determined deadlines, and notify the Government of the matter.

Also, the meeting discussed the Government pledges in the meetings of standing committees, which were stipulated in the new version of the Rules of Procedure. In this respect, the participants stressed the importance of this measure in following up and tracking the implementation of Government pledges on the ground. The same measure is adopted in the plenary sittings and has become an embedded culture in the daily work of the House.

As regards the preventive measures adopted within committees, the participants affirmed their commitment to said measures and stressed the importance of the daily and consistent increase in the numbers of followers amongst citizens. They also stressed the importance of the follow-up and active participation of all the members of committees in the activities via videoconference.

Regarding the upcoming referral of the Amending Finance Bill, the House's Speaker reaffirmed the consultative and coordinative nature of the phase that precedes its referral to the House’s components, the Government, and the House of Councilors. He also stressed the importance of this legislative action, which will shed light on several financial, economic, and social issues and provide the ground for serious and constructive dialogue between the House's components.
