The Social Sectors Committee under the House of Representatives unanimously adopted, on Monday, April 20th, 2020, Government bill 25.20 enacting special measures to employers and workers registered with the National Social Security Fund, and affected by the Coronavirus outbreak. The adoption took place in a meeting chaired by the Committee’s chairperson Saida Aït Bouali, with the participation of Minister of Labor and Vocational Integration Mohamed Amakraz.
In her statement, the Committee’s chairperson noted that “the Kingdom of Morocco, under the leadership of HM King Mohammed VI, managed to enforce several measures promptly to contain the impacts of this pandemic, as it prioritized the health of citizens, considering them the center of development.” The Committee’s chairperson also “commended the values of solidarity, collaboration, and altruism shown by the Moroccan people.”
For his part, the Minister of Labor and Vocational Integration started his presentation of the bill by thanking all national actors for their sacrifices and contributions to managing this crisis and mitigating its impacts. In this respect, the Minister highlighted that “this text comes to enforce several measures following the high Royal directives relative to numerous steps, including the Special Fund to Manage the Coronavirus Covid-19 Pandemic, which generated other actions taken by the Economic Monitoring Committee with the approval of the Government through legislative and financial measures to assist the productive sectors affected with the impacts of this pandemic, and to support Moroccan economy and preserve job positions.”
The Minister also noted that the “economic monitoring committee took social measures by disbursing compensations for private-sector workers registered with the National Social Security Fund.”
This law enacts special measures to assist the employers and workers in difficult positions and set a legal framework to the enforcement procedures adopted by the Government for the steps set out in the bill.
The law stipulates that compensation shall be disbursed during the period between March 15th and June 30th, 2020, to workers and trainees in pre-vocational internships registered with the National Social Security Fund for February 2020, and affected by the outbreak of Coronavirus COVID-19, following criteria and requirements set out in this bill. The concerned workers and trainees must have stopped working due to the pandemic.
As part of the general discussion, the deputies representing parliamentary groups and caucus expressed their gratitude to HM King Mohammed VI for the protective precautionary measures His Majesty took to contain the outbreak of Coronavirus COVID-19.
The members of the Committee called for stricter oversight procedures to monitor the respect of sanitary conditions that ensure the continuity of production and preserve the safety of workers.
