The House of Representatives adopted on Monday, January 16, 2023, by unanimity of votes, a Parliamentary Bill on the creation and organization of a Foundation for the Promotion of Social Works in Favor of the Employees and Retirees of the two Houses of the Parliament, and a Government Bill related to the Commercial Code. The adoption occurred during two legislative plenary sittings chaired by the Speaker of the House of Representatives, Hon. Rachid Talbi El Alami, and the Minister Delegate to the Head of Government in Charge of Relations with the Parliament and Government Spokesperson, Mr. Mustapha Baïtas.
During the first sitting, the Representatives unanimously adopted a Parliamentary Bill on the creation and organization of a Foundation for the Promotion of Social Works in Favor of the Employees and Retirees of the two Houses of the Parliament, which comes as part of implementing the high Royal directives related to diligence for the human capital, as the latter is of great importance and plays a significant role in increasing the output of civil service.
The adopted Parliamentary Bill aims to advance the social services provided for the employees and retirees of the Parliament in housing, complementary health insurance, the creation of a complementary pension scheme, establishment of social, entertainment, and cultural spaces, and the provision of consumer and property loans and other bank services with exceptional preferential conditions.
The creation of such a social Foundation would lay the ground for real social work that uplifts the management of social services in alignment with the latest methods through adopting a professional institutional management approach instead of volunteering.
During the second sitting, the Representatives adopted by unanimity of votes Government Bill 69.21 amending Law 15.95 on the Commercial Code and enacting transitional provisions on payment deadlines.
The adopted Bill aims to dictate unified practices related to the terms of sale by enacting special provisions on payment deadlines related to business transactions, with a view to consolidating the gains and developing new areas concerning payment deadlines. The Bill also sets concrete measures to address payment delays, which would be a core component of the national economic take-off plan and a lever to ameliorate the business climate and advance the Kingdom's positioning in international indices.
The provisions of the Bill apply to the deadlines for payment of the due amounts in business transactions between salespeople. However, legal and natural persons whose yearly turnover equals or is inferior to 2MMDHS (tax-free) are exempted from the payment deadlines outlined in this Bill.
Implementing this legal text would be a turning point in dealing with such issues related to payment, which mainly affect micro, small, and medium-sized enterprises and their competitive power.
