The theme of the study is the determination of the main value changes that have taken place within the present Moroccan society, in addition to the orientations and expectations of citizens regarding the degree of implementation of values within public, private, and civil institutions like family, hospitals, schools, enterprises, administrations, courts, universities, media, and associations. The institutional implementation of values concerns the officials and people operating within institutions and those benefitting from their services. One of the factors that contributed to the choice of this theme, especially its primary aspect of institutional implementation of values, is its novelty and the fact that it has yet to be studied within academic and civil institutions.

The importance of values manifests itself in the fact that they are an essential component of the institution's culture, as they orient the decisions, choices, and behaviors of institutional actors, as well as the institution's relations with the outside world, and set guidelines that its members are not allowed to breach or transgress. In the same respect, each institution should have its fundamental values that give meaning to its existence, make it important in society, strengthen its identity and the cohesion of its components, and help define its visions, strategies, and operating methods. Since values symbolically enclose enormous potential for progress and development and define humanitarian, rights, ethical, and social horizons that should be reached, then only scientific research can enable us to know the changes they undergo and the means to translate this potential into projects, programs, and action plans, hence allowing us to determine what has already been achieved and what is yet to be achieved.
