The Morocco-European Union Institutional Twinning, financed by the European Union and through which seven parliamentary assemblies have committed to a program of support to the House of Representatives of the Kingdom of Morocco, is due to come to an end on December 28, 2024.
The program, fully funded by the European Union and managed with the support of the Treasury and External Finance Department of the Ministry of Economy and Finance of the Kingdom of Morocco, brought together, over 32 months (April 29, 2022 – December 28, 2024) the House of Representatives of the Kingdom of Morocco and a consortium formed by the French National Assembly as senior partner, the Czech Chamber of Deputies and the Belgian Chamber of Representatives as junior partners, with the support of the assemblies of four other Member States: Italy, Greece, Hungary, and Portugal. A total of 41 missions were organized, mobilizing 48 experts provided by the seven partner institutions and reflecting the full diversity of parliamentary practices.
This twinning was part of a broader program to support the Moroccan Parliament, in coordination with other ongoing initiatives, notably the twinning with the House of Councilors, and the program implemented by the Parliamentary Assembly of the Council of Europe for the benefit of both Houses, also financed by the European Union.
This closing ceremony, which will be co-chaired by the Speaker of the House of Representatives, Hon. Rachid Talbi El Alami, and the Speaker of the French National Assembly, Hon. Yaël BRAUN-PIVET, will provide an opportunity to present the record of this ambitious project. It will also help ensure the visibility of the project, and highlight the quality of the cooperative relations between the House of Representatives of the Kingdom of Morocco, the European Union and the twinning partners. It is an important political moment that testifies to the strategic, historic, and multidimensional nature of the special relationship between the Kingdom and the European Union.
Five high-level parliamentary delegations from France, Belgium, Greece, Hungary, and Portugal will take part in the event, alongside the Deputy Head of the European Union Delegation to the Kingdom of Morocco, Mr. Daniele DOTTO, representing Ms. Patricia LLOMBART CUSSAC, Ambassador and Head of the European Union Delegation to Morocco. The diplomatic representations of the seven partner countries will also be present. The aim of this closing ceremony is to recall the values of twinning, to present the actions carried out, the results and deliverables, and to outline avenues for future cooperation between Morocco and the European Union and with the partner national parliaments.
