The House of Representatives adopted by a majority of votes the first part of Finance Bill 60.24 for the 2025 fiscal year. The adoption took place during a legislative plenary sitting that lasted for ten hours from the afternoon of Thursday, November 14, 2024, to early morning hours of Friday, November 15, 2024.
Chaired by the Speaker of the House of Representatives, Hon. Rachid Talbi El Alami, the legislative sitting featured the presence of the Minister of Economy and Finance, Ms. Nadia Fettah Alaoui; the Minister Delegate to the Minister of Economy and Finance in Charge of the Budget, Mr. Fouzi Lekjaa; the Minister delegate to the Head of Government in Charge of Relations with the Parliament and Government Spokesperson, Mr. Mustapha Baïtas; and the Secretary of State at the Ministry of Tourism, Handicrafts, and Social and Solidarity Economy in Charge of Handicrafts and Social and Solidarity Economy, Mr. Lahcen Saadi.
The first part of the 2025 Finance Bill was adopted by 208 Representatives, while 56 rejected the Bill, and one Representative abstained from voting. The Bill featured 532 amendments presented by the Government, the Parliamentary Groups and Caucus of the Majority and Opposition, and the non-attached Representatives.
The overall orientations of the 2025 Finance Bill focused on reinforcing the foundations of the Social State while preserving the financial and economic balance. The Bill also includes several measures and reforms in different areas, such as taxes, social protection, and investment promotion.
Upon the elaboration of the 2025 Finance Bill, the Government relied on projections that estimate the inflation rate at 2% and the increase of external demand on the products outside phosphates and its derivatives by 3.2%. The estimations also set the agricultural produce to hit 70 million quintals and the price of butane gas to settle at $500/ton.
The House of Representatives will hold another plenary sitting on Friday morning to present the reports of the Standing Committees on the draft budgets of ministries and institutions and discuss the second part of the 2025 Finance Bill. A second one will be held in the afternoon to hear the response of the Government and vote on the second part and the entire text of the 2025 Finance Bill.
