Midrand: Hon. Rachid Talbi El Alami Takes Part in 12th Conference of Speakers of Parliament

Speaker of the House of Representatives, Hon. Rachid Talbi El Alami, took part on Wednesday, September 18, 2024, at the Seat of the Pan-African Parliament in Midrand, in the 12th Conference of Speakers of Parliament, held on September 18-20, 2024.

The Conference falls within the scope of the September Session of this African legislative body, which also includes the sitting of its committees and other organs. 

The Session takes place under the theme of the African Union for 2024: “Educate an African Fit for the 21st Century: Building Resilient Education Systems for Increased Access to Inclusive, Lifelong, Quality, and Relevant Learning in Africa.”

Alongside Hon. Rachid Talbi El Alami, the Moroccan Parliament is represented during this Session by Rep. Laila Dahi (Group of the National Rally of Independents), Rep. Khadija Arouhal (Group of Progress and Socialism), Rep. Abdessamad Haiker (Parliamentary Caucus of Justice and Development), and Rep. Hanae Belkhir (Group of the Moroccan Union of Workers). 

The program of the 12th Conference of Speakers of Parliament includes debates on “The status of peace and security in Africa and its impact on continental integrity and economic development,” “Integration into the ECOWAS and the challenges of unconstitutional changes of the region’s governments,” “Achievements, challenges, and the path forward regarding the 2063 Agenda,” and the “Progress achieved in implementing the African Continental Free Trade Area.” 

The Speakers of African Parliaments will also discuss “the impact of climate change on the Continent and the strategic objectives of Africa ahead of COP29,” “the institutional reforms in the African Union and the aspired impact,” “the reinforcement of cooperation between African and national parliaments,” and “the lack of food security in the Continent.”

It should be noted that the Pan-African Parliament was established by virtue of Article 5 of the Constitutive Act of the African Union and was formally active on March 18, 2004. 

Each Member State of the Pan-African Parliament is represented by five parliamentarians from the Majority and Opposition, including at least one woman, elected or appointed by their national parliaments or assemblies.
