Article 32
The Speaker of the House of Representatives, in addition to the tasks conferred to him in the constitution and the relevant organic laws in force, manages the House and its bodies. He also has powers and competences to make important decisions for that, in accordance with the provisions of the present Rules of Procedure, and with the observance of the competences conferred to the Board and other bodies of the House.
He also oversees the election of the Board members and the chairmen of standing committees in one plenary session.
He calls for House sessions convention and presides its plenary sessions.
He calls for a meeting of the Board and the Presidents’ Assembly and presides over their meetings, and oversees the implementation, where necessary, of their resolutions and recommendations.
The Speaker of the House of Representatives may hold consultative meetings with the chairman of parliamentary groups and caucuses on the House’s businesses, with the observance of the competences conferred to the Board and the Presidents’ Assembly.
The Speaker of the House of Representatives ensures the respect of the status of deputies within their constituencies, and with ministries, public institutions and enterprises.
Article 33
The Speaker of the House of Representatives informs HM the King, the Head of Government, and Speaker of the House of Councilors of the formation of the Bodies of the House, including the Board, chairmen of standing committees, chairmen of parliamentary groups and caucuses.
Article 34
The Speaker is the legal representative of the House, its spokesperson, and the official addressee of the House in correspondences with other entities. Communications to the government and all other constitutional institutions, bodies, and people are sent in his name. The Speaker shall be informed of the activities of the House and the visiting delegations.
Article 35
The Speaker is the Chief Financial Officer of the House. He may appoint deputy financial officers among his deputies.
Rachid Talbi El Alami was born in 1958.
He occupied the following positions:
- Minister of Youth and Sports, from April 2017 to October 2019.
- Speaker of the House of Representatives, from April 2014 to October 2016.
- Chairperson of the African Parliamentary Union (APU), on November 2, 2014.
- Minister Delegate to the Prime Minister in charge of Economic and General Affairs, from June 2004 to October 2007.
- Minister of Industry, Trade and Telecommunication, from November 2002 to June 2004.
- Chairman of the Urban Municipality of Tetouan in 2003.
- Chairman of the Tangier-Tetouan Regional Council in September 2009, and reelected Chairman of the same Council in October 2012.
Rachid Talbi El Alami studied at the Mohammed V University in Rabat and obtained a Ph.D. in Finance and Management from the New York University in the United States.
He also held the position of international expert in decentralization and local finance systems at the United States Agency for International Development USAID.
- Member of the Council of Regency (2011 Constitution, Article 44, Paragraph 2) and the Supreme Council for Security (Article 54, paragraph 3)
- Referral of inquiry committees’ reports to the justice where necessary (Article 67)
- Chairmanship of joint parliamentary sessions (Article 68)
- Demand of the Constitutional Court’s view on conflicts with the government concerning law (Article 79)
- HM the King consults with the Speaker of the House of Representatives before proclaiming and terminating the state of exception. (Article 59) HM the King also informs the Speaker of the House of Representative of the dissolution of the Parliament in accordance with the conditions stipulated in Article 96.
- The Head of government consults with the Speaker of the House of Representatives before dissolving the House of Representatives after submitting a declaration including the reasons and goals of the dissolution following Article 104.
- Referral of international laws and agreements to the Constitutional Court to review its conformity to the constitution before execution or implementation (Article 132, Paragraph 3)
- President of the Court of Accounts deposits an annual report on all its activities with the Speaker of the House of Representatives (Article 148)
As a rule, all communications sent or received by the House of Representatives are done in the name of the Speaker of the House.
