Speaker of the House of Representatives Stresses the Importance of Parliamentary Diplomacy in Resolving the Unprecedented World Crises

Speaker of the House of Representatives and President of the Parliamentary Assembly of the Union for the Mediterranean, Hon. Rachid Talbi El Alami, stressed in Ankara on Thursday, May 4, 2023, that parliamentary diplomacy imposes itself strongly on the international scene as a means to resolve the unprecedented world crises.

In his address during his participation in the 61st Session of the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC), taking place in Ankara on May 4-5, 2023, the Speaker noted that parliamentary diplomacy can contribute to the resolution of the crises that official multilateral diplomacy can no longer address.

Moreover, the Speaker added that parliamentary cooperation is a rapprochement tool that gives institutional interaction a human dimension. In the same regard, he noted that international parliamentary diplomacy has shown itself successful in questions where governmental pluralism has been limited, underscoring that the contribution of parliamentarians can be very fruitful in terms of developing a further democratic global system of international governance.

During the plenary session of the gathering, which featured the participation of the Ambassador of His Majesty to the Republic of Türkiye, H.E. Mohammed Ali El Azrak, the Speaker underlined that instability and the absence of a vision that characterize the current global context impose on the representatives of the peoples an ethical and political obligation of listening and understanding the worries of those who mandated them.

On another note, Hon. Rachid Talbi El Alami stated that the national strategies of each country might benefit well from international cooperation between parliamentarians, especially through the exchange of experiences and best practices. In the same vein, he considered the participation of parliamentarians from various regional parliamentary assemblies like the PABSEC or continental ones like the Pan-African Parliament or the AIPA is a great push for the elaboration of comprehensive development policies.

Besides, the Speaker added that the Parliamentary Assembly of the Union for the Mediterranean, which he presides over and includes the Kingdom of Morocco and the Republic of Türkiye, shares the same concerns as the PABSEC, linked to reinforcing the role of parliamentary diplomacy in global governance, particularly with regard to development and security.

As regard the 61st Session of the PABSEC, the Speaker of the House noted that it takes place amidst a delicate regional and international context given the global economic recession, the great food crisis, and the unprecedented pandemic, adding that such a situation requires continuous efforts and endless solidarity at all levels. In the same respect, he commended the solidarity spirit and proactive momentum demonstrated by the Republic of Türkiye in addressing the challenges linked to its region and the international ones.

It should be noted that the 61st Session of the PABSEC kicked off on Thursday, May 4, 2023, in Ankara. The two-day Session will cover the horizons and challenges of the PABSEC that commemorates this year its 30th anniversary. The participants will also discuss the role of national legislative institutions in consolidating peace and stability and promoting economic growth and other relevant themes.
