Speaker of House of Representatives Meets Chairpersons of Parliamentary Groups and Caucus on Monday, September 28th, 2020

Speaker of House of Representatives Habib El Malki convened a meeting with the chairpersons of the parliamentary groups and caucus on Monday, September 28th, 2020. The meeting was devoted to elaborating the House’s weekly and monthly work plan on Government control, and preparing the draft monthly program before depositing it with the Board of the House for approval in agreement with the Government, following the first paragraph of Article 262 of the Rules of Procedure of the House of Representatives.

As for weekly Government control, the parliamentary groups and caucus presented their evaluation of the last experience that the House has witnessed during the April 2020 session, which axes focused on timely topics. In this respect, the House managed to follow-up, through questions that are followed by a debate, with the public opinion's issues in the economic, social, health, and human rights sectors.

As part of improving and organizing work, the participants in the meeting discussed preparing a draft monthly work plan that meets the requirements of this period. In this respect, they have chosen the sectors of national education, agriculture, health, and interior as subjects to control during October.

Regarding the monthly control relative to general policy questions, which are answered by the Head of Government, the participants have agreed, in wait for the approval of the Board in agreement with the Head of Government, on setting "Government Policy in the light of the evolution of the epidemiological situation,” as the main theme of questions followed by a debate.

As concerns the House's relation to constitutional institutions, the participants reviewed two reports elaborated by the Economic, Social, and Environmental Council (CESE):

- The first is the 2019 annual report that includes axes relating to diagnosing the economic, social, and environmental situation in 2019, the recommendations on means to exiting the economic and social crisis emanating from COVID-19, the economic and social situation in the areas neighboring occupied cities of Ceuta and Melilla, and other themes relative to the different Council bodies,

-The second report includes the Council's opinion on the regional integration of Morocco in Africa, which was elaborated by the Council as auto-referral, as part of the challenges of regional integration in Africa, the cooperation mechanisms and the means to their development.

The participants also reviewed the thematic report prepared by the National Human Rights Council (CNDH) on the protests in Jrada, where the Council sheds light on the motives for the report, its goals, the protests context and chronological development, the measures that were taken to address them, and the intervention of the National Human Rights Council and its regional committee, its observations on the trials of the individuals prosecuted, and its general conclusions and recommendations.

Besides, the Speaker of the House of Representatives and the chairpersons of the parliamentary groups and caucus reviewed the annual report prepared by the National Authority for Probity, Prevention and Fight against Corruption (INPPLC), which includes axes that focus on diagnosing corruption and its evolution nationwide, in addition to other axes that relate to the Authority’s action and functions.
