Speaker of the House of Representatives Holds Talks with President of the Libyan National Council for Civil Freedoms and Human Rights

Speaker of the House of Representatives Rachid Talbi El Alami received on Monday, February 28, 2022, at the House, Mr. Omar Hamad Attiyallah Hijazi, the President of the National Council for Civil Freedoms and Human Rights in Libya, currently on a working visit to our country at the head of an important delegation.

During this meeting, Speaker of the House of Representatives Rachid Talbi El Alami stressed that the Kingdom of Morocco, under the enlightened leadership of His Majesty King Mohammed VI, is committed to Libya's security, stability, and unity. In the same context, the Speaker noted that the Kingdom of Morocco supports the Libyan efforts for reconciliation and is always ready to share its experiences and expertise in this regard.

Mr. Rachid Talbi El Alami expressed his consideration for the fellow parliamentarians in Libya, noting that the House of Representatives is open to parliamentary coordination and cooperation and sharing its expertise. On the same occasion, the Speaker shed light on the milestones of the human rights practice in the Kingdom of Morocco. In this respect, he underlined its distinction as reconciliation and compensation were done under an atmosphere of consensus.

In the same context, the Speaker noted the constitutionalization of the recommendations of the Equity and Reconciliation Commission on the basis of the universal human rights values, as well as the creation of the National Human Rights Council (CNDH) as an autonomous constitutional institution in charge of overseeing the questions of defending and protecting human rights and freedoms.

For his part, the President of the Libyan National Council for Civil Freedoms and Human Rights, Mr. Omar Hamad Attiyallah Hijazi, praised the Moroccan experience in the field of human rights and freedoms, stating, "We would like to initiate a building process on a solid foundation; thus we opted for the Kingdom of Morocco given its long-standing experience in the area.” He further lauded “the Kingdom of Morocco’s attachment to placing Libya’s interests above all else.”

In the same vein, Mr. Omar Hamad Attiyallah Hijazi gave an overview of the progress and purview of the National Council for Civil Freedoms and Human Rights in Libya, noting that the latter is currently working on building a solid partnership with the National Human Rights Council in the Kingdom of Morocco.

The meeting was also an opportunity to explore means to strengthen cooperation ties in the area of human rights, especially since the Moroccan Parliament enjoys a broad range of competences and a substantial record in advancing and promoting human rights and freedoms.
