Speaker of the House of Representatives, Hon. Rachid Talbi El Alami received on Monday, March 13, 2023, at the seat of the House in Rabat, the Minister-President of the Brazilian Federal Court of Accounts and the International Organization of Supreme Audit Institutions (INTOSAI), Mr. Bruno Dantas, and Minister and member of the Court, Mr. Jorge Oliveira, on the occasion of their working visit to the Kingdom of Morocco.
The discussions covered the Morocco-Brazil parliamentary ties, the experiences in controlling public finance, and cooperation between the Moroccan Court of Accounts and the Brazilian Federal Court of Accounts. The two parties also reviewed the relations linking the legislative institutions of both countries to financial courts and focused on the peculiarities of each experience. Besides, they also stressed the importance of consolidating bilateral ties and the exchange and sharing of experiences and expertise in the area of public spending.
On the same occasion, Hon. Rachid Talbi El Alami gave a brief overview of the Moroccan parliamentary experience under the 2011 Constitution, the prerogatives the Parliament enjoys in relation to the evaluation of public policies, and its relations with the other constitutional institutions, particularly the Court of Accounts.
For their part, Mr. Bruno Dantas and Mr. Jorge Oliveira shed light on the missions and prerogatives of the Brazilian Federal Court of Accounts, its relation with the Brazilian Parliament, and the partnership that links it to the Court of Accounts of the Kingdom of Morocco. Moreover, they also highlighted the role of INTOSAI as a non-governmental body that has a special consultative status within the UN Economic and Social Council.
The meeting of the Speaker of the House of Representatives with the delegation of the Brazilian Federal Court of Accounts was also an opportunity to exchange views on the comparative practices and models at the regional and international levels, particularly concerning the links between financial courts and legislative institutions.
