Speaker of the House of Representatives Holds Talks with First Deputy Speaker of the National Assembly of the Republic of Zambia and Her Entourage

Speaker of the House of Representatives, Hon. Rachid Talbi El Alami received on Monday, April 17, 2023, at the seat of the House in Rabat, a parliamentary delegation from the Republic of Zambia headed by Ms. Malungo A. Chisangano, the First Deputy Speaker of the National Assembly, currently on a working visit to the Kingdom of Morocco on April 15-22, 2023.

The parliamentary delegation includes the members of the National Assembly of the Republic of Zambia: MP. Imanga Wamunyima, MP. Mulambo Haimbe, MP. Stafford Mulusa, MP. Brian Mundubile, MP. Sitwala Morgan Sitwala, MP. David Mabumba, MP. Brenda Nyirenda, MP. Joel Chibuye, MP. Sibeso K. Sefulo, and the accompanying administrative staff.

During the talks, which featured the presence of the Chairperson of the Morocco-Zambia Parliamentary Friendship Group, Rep. Mohamed El-Hejira, and the Chargé d’affaires at the Embassy of the Republic of Zambia in Rabat, Mr. Eliphas Chinyonga, the two parties stressed the importance of parliamentary coordination through continuous consultation and coordination and exchange of working visits. The two parties also highlighted the peculiarities of the parliamentary experiences of the two countries, the structures of the Moroccan House of Representatives and the Zambian National Assembly, and their prerogatives, in addition to the work procedures and measures of managing the affairs of Parliament members.

On occasion, the Speaker of the House of Representatives, Hon. Rachid Talbi El Alami, shed light on the Moroccan electoral system and parliamentary experience over 60 years since the formation of the first elected Parliament. He also highlighted the prerogatives of the House of Representatives, the tenor of its Rules of Procedure, and the measures it outlines in terms of legislation, Government control, public policy evaluation, external relations, and parliamentary diplomacy, as well as the provisions regarding the regulation of parliamentary action and the rules of conduct.

For her part, the First Deputy Speaker of the Zambian National Assembly, Ms. Malungo A. Chisangano, and her entourage noted that the goal behind the visit is to exchange experiences and expertise, particularly that the delegation of the Zambian National Assembly represents the Committee on Privileges and Absences. The Zambian Parliamentarian gave a brief overview of the National Assembly, its structure, its working methods, and the roles of the Committee on Privileges and Absences. In the same respect, she stressed the importance of continuous coordination and cooperation between the two legislative institutions to enrich the experiences and explore the best practices to advance parliamentary action and achieve higher efficiency levels.

It should be noted that the delegation of the National Assembly of the Republic of Zambia will hold meetings with several officials and perform field visits to get acquainted with the major projects launched by the Kingdom of Morocco.
