Speaker of House of Representatives Holds Meeting with Chairpersons of Parliamentary Groups and Caucus on Monday, June 1st, 2020

Speaker of House of Representatives Habib El Malki held a meeting with the chairpersons of parliamentary groups and caucus on Monday, June 1st, 2020. The meeting was devoted to setting the work plan of the House.

The participants initiated the meeting by recalling the tragedy that marked the Moroccan nation, as it has lost one of its dutiful sons, the late activist, and counselor Abderrahmane El Youssoufi. The participants reiterated the qualities of the departed, embodied in his patriotism, activism, and humanism. They also expressed their pride in the high Royal consideration of HM King Mohammed VI, may God protect Him, to the deceased, as His Majesty expressed his esteem and appreciation for him, commending his qualities and loyalty to his country, which lost the dutiful man that he was. HM the King, may God protect Him, said that the departed marked a critical phase of the contemporary history of his country with his personality and unique approach, characterized with responsibility, strong commitment to principles, dedication, and loyalty.

As for the House’s work plan, the meeting discussed the legal texts regulating the examination of the Amending Finance Bill, namely the ones stipulated in the Constitution, the Organic Law on the Finance Bill, and the House’s Rules of Procedure. They also noted that this bill is the first amending finance bill under the new Constitution of the Kingdom, and it comes amidst an unprecedented context that marks the economic and financial life in Morocco. The participants also stressed the importance of this action in the relation between the House and the Government. In this respect, they noted the necessity for utilizing this occasion and the time allocated to it, despite its constraints, to deepen the debate and enrich the bill with articles that meet the pressing aspirations of the different social groups.

Considering the importance of the next period in the House’s work, the participants discussed the convention of coordination and communication meetings to draft a comprehensive action plan to study the Amending Finance Bill.

Regarding weekly Government control, and as part of implementing the program related to the state of public health emergency, the participants have agreed that deputies will focus, in the weekly sitting of Monday, June 8th, on the sectors of tourism, handicrafts, air transportation, social economy, and the recommendations to revive these sectors. The participants have also agreed to devote the monthly sitting for questions on general policy to discuss “the Government plan in anticipation of lifting the state of public health emergency.” The sitting is planned to be held on Monday, June 11th, which will be later decided upon by the House’s Board in agreement with the Head of Government.

The meeting also discussed the parliamentary legislative initiatives. In this respect, the House members reiterated their keenness to implement the provisions of the Rules of Procedure. They also urged the Government to respond to said initiatives to schedule their examination and approve them, considering their significance and their essential contribution to resolving numerous procedural, legal, economic, and social issues imposed by the sanitary lockdown and the state of public health emergency.
