Speaker of House of Representatives Habib El Malki held talks, on Monday, July 27th, 2020, at the House's headquarters, with Speaker of Libyan House of Representatives Aguila Saleh Issa, who is currently leading an important delegation on an official visit to Morocco.
During the meeting, attended by Libya's Ambassador to Morocco, Speaker of Libyan House of Representatives Aguila Saleh Issa expressed his gratitude and consideration for the efforts of His Majesty King Mohammed VI, may God protect him, to resolve the Libyan crisis. In the same context, he affirmed that the deterioration of Libya's situation is mainly due to the non-adherence to the Skhirat Agreement, signed in 2015 under the auspices of the Kingdom of Morocco with United Nations support.
Also, Mr. Aguila Saleh Issa noted that the Libyan House of Representatives launched a new initiative to resolve the Libyan crisis. The novel initiative "does not conflict with the Skhirat Agreement and the UN resolutions. It emanates from the identity of Libyan people and commits to representing their different components in the executive and legislative bodies." Also, Mr. Saleh Issa stressed the importance of enforcing a ceasefire, putting an end to foreign interventions, and ensuring the security and integrity of Libya's territory and resources.
On his part, Speaker of House of Representatives Habib El Malki lauded the distinct brotherhood ties linking the two countries and their peoples, noting that Morocco considers "the security and stability of Libya an integral part of the security and stability of the Kingdom of Morocco." The House's Speaker also highlighted that Morocco has a firm stand regarding the Libyan crisis, which consists of defending the unity and stability of Libya and supporting inter-Libyan dialogue on the horizon of a comprehensive agreement on a political solution to the crisis.
Besides, Mr. El Malki noted the increasing threats lurking in the region, highlighting especially terrorist networks, organized gangs, and illegal immigration. In the same respect, he added that "Morocco's ultimate objective is to restore Libya's stability and its institutional construction path. The Skhirat Agreement is a flexible baseline that can capture the developments of the current Libyan reality.”
At the end of their meeting, the two parties concluded a memorandum of understanding that aims to develop parliamentary cooperation between the two countries' legislative institutions. The memorandum of understanding stipulates the exchange of visits of parliamentary delegations from the two parties, the promotion of exchange of expertise, experiences, and views, and the consolidation of cooperation and consultation between the two parties on issues of mutual concern at regional, continental, and international forums.
