Speaker of the House of Representatives Habib El Malki called for further mobilization to accompany the social projects led by His Majesty King Mohammed VI, aimed at consolidating modernization and democratization and combatting poverty, alienation, and vulnerability, in the exceptional context imposed by the coronavirus pandemic on all world countries. He added that "we must fully appreciate the value, significance, and quality of what we are about to achieve under the rule of His Majesty King Mohammed VI and his insightful and proactive leadership."
He stressed that Morocco's success in managing the COVID-19 pandemic is thanks to the wise leadership of His Majesty King Mohammed VI and the involvement of various institutions and actors, which has resulted in "an outstanding and pioneering Moroccan model, which was lauded by international organizations, foreign partners, and objective observers."
This came in his address on the opening of the second session of the fifth legislative year of the tenth legislature, on Friday, April 9, 2021, where he stressed that preserving Morocco's distinctiveness, strength and progress is linked to consolidating national unity, defending the territorial integrity of the Kingdom, rallying around institutions, and prioritizing dialogue in resolving issues.
Mr. El Malki also noted that the House of Representatives, during this session, will accelerate the pace of legislation by approving the bills referred to it and deciding the fate of the 229 parliamentary bills, in order to value the legislative initiatives of the representatives, as they consecrate competence and implement the provisions of the Constitution.
On the other hand, the House will pursue the performance of its control functions through programming general and sectoral policy questions, "to respond to the expectations of citizens and to address societal issues through calm dialogue on the basis of cooperation and complementarity between branches."
The remaining exploratory missions carried out by the standing committees will also be completed, as they are of utmost importance in control, in addition to the pedagogical work they entail and their diagnosis of the situation of a number of public institutions and policies, as well as the suggestions and recommendations they contain to improve these policies and overcome potential imbalances. The number of missions being carried out is eight.
At the same time, the House will present and discuss the report of the thematic working group in charge of evaluating public policies in elementary education. It will also present and discuss the report prepared by the thematic working group in charge of the healthcare system, with a view to elaborating a national vision for the reform of the healthcare system.
The Speaker of the House of Representatives noted that the current legislative session was preceded by an extraordinary session, the third of its kind during the tenth legislature, during which the House of Representatives approved nine bills, including organic and ordinary ones, "which are of political and institutional importance, as some of them regulate the elections that will be held later this year, and others are related to governance and transparency, which the public opinion was looking forward to in the context of implementing the provisions of the 2011 Constitution."
