On the sidelines of its participation in the Second World Summit of the Committees of the Future, held in Montevideo, Uruguay, on September 25-27, 2023, the delegation of the House of Representatives, headed by Rep. Mohammed Ghayate (Chairperson of the Group of the National Rally of Independents), was received by the Speaker of the Uruguayan Senate and Vice-President of the State, Hon. Beatriz Argimón, and the Speaker of the Uruguayan House of Representatives, Hon. José Carlos Mahía.
The meetings were attended on the side of the Moroccan delegation by the head of the delegation, Rep. Mohammed Ghayate, in addition to Rep. Rachid Hamouni (Chairperson of the Group of Progress and Socialism), Rep. Rachid Bougataya (Group of Authenticity and Modernity), and Rep. Hanane Fatrass (Socialist Group – Ittihadi Opposition). The meetings focused on the means to advance and reinforce the relations between the two legislative institutions in various areas.
At the onset of the first meeting, the head of the Moroccan delegation commended the democratic progress in Uruguay and lauded the distinguished relations linking the two legislative institutions. In the same respect, he noted the determination of the House of Representatives of the Kingdom of Morocco to give new impetus to these relations to uplift economic cooperation and commercial exchanges in various areas to higher levels.
For her part, the Speaker of the Senate of the Republic of Uruguay expressed her happiness at receiving the Moroccan delegation. The Uruguayan Official also expressed the solidarity of Uruguay with the Moroccan people and extended her condolences and sincerest sympathy with the families of the victims of the earthquake that struck the Kingdom.
In the same vein, she underscored the important role of parliamentary diplomacy through hosting international conferences like the Second World Summit of the Committees of the Future in consolidating cooperation between States and reinforcing dialogue channels, with a view to establishing and solidifying democratic processes. Hon. Beatriz Argimón added that Uruguay is open, through its legislative institution, and keen to diversify its partnerships with the World’s countries, including the Kingdom of Morocco.
In this regard, she lauded the creation of the Uruguay-Morocco Parliamentary Friendship Group. She also praised its active role in bringing views closer and giving a fresh dynamic to the relations between the Kingdom of Morocco and the Republic of Uruguay.
During the second meeting, the head of the Moroccan parliamentary delegation, Rep. Mohammed Ghayate, thanked the Speaker of the Uruguayan House of Representatives for the warm welcome and praised the distinguished relations uniting the Kingdom of Morocco and the Republic of Uruguay, which date back to 1962. In addition, he noted that the two countries share common values and underscored that the formation of the Moroccan delegation, composed of members of the Majority and the Opposition, reflects the strong desire of the Moroccan Parliament to start a new page and give a strong push to relations between the two countries.
Besides, Rep. Mohammed Ghayate gave an overview of the major reforms and projects launched by the Kingdom of Morocco in various areas under the wise leadership of His Majesty King Mohammed VI, may Allah glorify and assist him. He also shed light on the major developments of the cause of our territorial integrity in recent years. In this context, he noted the increasing international support for the Moroccan position regarding its sovereignty over all its Saharan provinces, a support translated by the recognition of several States, such as the United States, Spain, and Germany, of the Moroccan sovereignty over the Sahara, and the inauguration of consulates by several States in Laayoune and Dakhla.
During the same meeting, the Moroccan Representative stressed the importance of activating the Morocco-Uruguay Parliamentary Friendship Group, given its key role in consolidating dialogue and cooperation between the two legislative institutions. Rep. Mohammed Ghayate also called for reviving the tenor of the memorandum of understanding concluded by the two Houses in January 2004. Besides, he noted the importance of parliamentary relations in opening new cooperation horizons in several areas, including foreign policy, education, culture, and trade.
For his part, the Speaker of the House of Representatives of the Republic of Uruguay, Hon. José Carlos Mahía, expressed his strong conviction of the building of new relations on the basis of cooperation and mutual respect. In the same regard, he noted that he will work, through the Parliamentary Friendship Group, on establishing the bases of new relations between the two countries and that he will seize his next visit to the Kingdom of Morocco in mid-2024 to revive the memorandum of understanding.
