At the opening of the new legislative session, the Speaker of the House of Representatives praises the leadership of His Majesty King Mohammed VI for the endeavours to reduce epidemic’s health, social and economic repercussions

Under the provisions of Article 65 of the Constitution, the Speaker of House of Representatives Habib El Malki chaired the opening of the second legislative session of the fourth legislative year 2019-2020 of the tenth legislature. In the presence of a limited number of deputies considering the preventive measures implemented by the House of Representatives in view of the current sanitary conditions in our country.

On this occasion, the Speaker of the House of Representatives praised the leadership of HM King Mohammed VI, may God protect Him, regarding the endeavor to contain the pandemic and attenuate its health, social and economic repercussions. He stressed that the proactive measures that His Majesty had ordered to be implemented, whether the state of health emergency declared to contain the outbreak of the pandemic, the provision of medical supplies, and the financial, economic and social resources necessary to accompany the state of emergency, and to contain the specific economic conditions experienced by the national economy, embody the logic of historical responsibility in difficult phases.

The Speaker of the House of Representatives commend the creation of a special fund to fight Coronavirus, welcoming the volume the number of contributions to this fund, and the voluntary national enthusiasm shown by institutions, individuals and the national capital to support it.

The Speaker of the House of Representatives praised the measures taken by public authorities following Royal directives, and to which adhered the national financial institutions and social security bodies, to preserve the incomes of the different groups affected by the state of a public health emergency, have shown the deep-rootedness of solidarity.

The Speaker of the House of Representatives paid tribute to the medical and paramedical civil and military staff, namely doctors, nurses personnel of civil protection, teachers, and all categories of the Moroccan people who are working to fight this pandemic.

The Speaker of the House of Representatives underscored that despite the challenging phase we are undergoing, institutions continue to carry out their responsibilities and practice their competences with the pace required by this phase. In this context, the Speaker of The House of representatives reviewed the meetings held by standing committees. Thus, Internal Affairs, Communes, Housing, and Urban Policy Committee on Monday, March 23rd, 2020, approved the draft decree-law enacting special measures to the state of public health emergency, before that, the Finance and Economic Development Committee held a meeting devoted to presenting a draft decree on creating the Special Fund to Fight the Coronavirus COVID-19, established following the high directives of HM King Mohammed VI to attenuate the social, health, economic and financial impacts of this pandemic. The same Committee held another meeting on Tuesday, April 7th, 2020, to examine and vote on a draft decree-law on suspending the foreign-debt ceiling.

 In this same respect, the Social Sectors Committee held a meeting with the participation of the Health Minister, who presented the precautionary health measures taken to face the outbreak of this pandemic.

The Speaker of the House of Representative stressed that the institution is keen to pursue their work regarding control, legislation, and evaluation of public policies per the Constitution, and to be part of the institutions who contribute to fighting this pandemic through suggesting solutions, and offering political and institutional support to the other authorities. This is a message to remain vigilant and active in all ways while respecting health safety measures.
