The House of Representatives hosted on Monday, February 7, 2022, a colloquium on: “Cross-readings on the concepts of General Policy, Public Policies and Sectorial Policies.” The study day took place under the chairmanship of Speaker of the House of Representatives Rachid Talbi El Alami in the presence of Minister Delegate to the Head of Government in charge of Relations with the Parliament and Government Spokesperson Mustapha Baitas. The members of the Board of the House, chairpersons of the parliamentary groups, caucus and standing committees also took part in this colloquium moderated by professors from the Faculty of Law, Economics and Social Sciences Agdal, Rabat.
Dr. Jaouad Nouhi and Dr. Anas Sarghini Anbari presented an academic reading on the concepts of general policy, public policies and sectorial policies starting from their challenges and development in the Moroccan practice to the era following the 2011 Constitution, which is considered “a Constitution of Public Policies by excellence.”
The two researchers also tackled the role of constitutional institutions in the elaboration, control and evaluation of general, public and sectorial policies, whether they are part of the executive, the legislative or judicial branches.
During the discussion, the Representatives raised several problems relating to the practice by the House of Representatives of its prerogatives of controlling Government action and evaluating public policies, especially with regard to the monthly sitting for oral questions to the Head of Government on general policy, the annual sitting to evaluate public policies and the role of standing committees in this area.
The participants in this colloquium determined the importance of delimiting the conceptual framework on “general, public and sectorial policies,” in addition to the amendment of the Rules of Procedure of the House of Representatives in a way that reflects the maturity of the Moroccan parliamentary experience in the areas of legislation, Government control and evaluation of public policies. They also emphasized the need to monitor public policies in each sector continuously and institutionalize the relation between the House of Representatives, the Government, and the other partners.
