The House of Representatives adopted, on Wednesday, December 7, 2022, two Government Bills on the National Healthcare System and appointment to senior positions. The adoption took place during a legislative plenary sitting chaired by the Deputy Speaker of the House of Representatives, Rep. Idriss Chtibi, with the presence of the Minister of Health and Social Protection, Mr. Khalid Ait Taleb.
During the sitting, the House adopted by a majority of votes Government Framework Bill 06-22 on the National Healthcare System in response to the Royal directives on the imperative of a radical and comprehensive reform of the national healthcare system, thus consolidating the bases of the social State through several parallel reforms and measures.
The adopted Bill aims to overcome the acute shortage of human resources, especially that several reasons have combined to dictate the reform of the healthcare system, particularly the weak health governance, lack of complementarity between the public and private sectors, and the imbalance of the healthcare offer that is characterized by stark inequalities and does not respond to the citizens' aspirations.
Government Framework Bill 06.22 aims to facilitate access to health services and increase their quality, ensure pharmaceutical sovereignty and availability, safety, and quality of medicines and health products, promote scientific research and innovation in the health sector, and guarantee equality in access to health services, in addition to their sustainability.
The Government Framework Bill is centered around establishing good governance of the healthcare system, advancing the health offer, creating an inclusive electronic system, and valuing human resources. In this respect, the Bill stipulates the elaboration of a Law on health professions, openness to foreign health competencies, encouragement of Moroccan health professionals abroad, and reform of the training system.
During the same sitting, the Representatives adopted by unanimity of votes Government Organic Bill 48.22 amending and supplementing Organic Law 02.12 on appointment to senior positions following the provisions of Articles 49 and 92 of the Constitution, which aims to amend and supplement the list of public insitutions and senior positions enacted in Annex 2 of the aforementioned Organic Law.
Under the Bill, the Moroccan Office for Copyright and Related Rights and the Joint Foundation to Promote Social Works for Employees and Agents of Public Administrations were added to the list of public institutions whose officers are appointed during the Government Council.
