The House of Representatives adopted in a plenary session held on Tuesday, February 11th, an organic bill, and four government bills. These are the organic bill 04.16 relative to the National Council for Languages and Moroccan Culture, government bill 15.18 relative to Crowdfunding, government bill 54.19 operating as Charter of Public Services, government bill 23.19 amending and supplementing Act 51.15 relative to restructuring the Mohammed V National Theater, and government bill 70.17 relative to restructuring the Moroccan Cinema Center and amending Act 20.99 relative to reorganizing film industry. The session was chaired by Speaker of House of Representatives Habib El Malki, with the participation of Minister of Economy, Finance and Administration Reform Mohamed Benchaaboun, and Minister of Culture, Youth and Sport, and Government Spokesperson Hassan Abyaba.
The session was initiated by the unanimous adoption, on third reading, of government bill 04.16 relative to the National Council for Languages and Moroccan Culture. In this respect, Minister of Culture, Youth and Sports, and Government Spokesperson Hassan Abayaba stressed that this organic bill follows the high directives of HM King Mohammed VI regarding the implementation of the provisions of the Constitution, namely Article 5. It is also part of Morocco’s international commitments regarding the protection and enhancement of cultural heritage, recognition of cultural diversity, adoption of an adequate cultural policy, and the preservation of citizens’ cultural rights.
The House also approved government bill 15.18 relative to crowdfunding. In this respect, Minister of Economy, Finance and Administration Reform Mohamed Benchaaboun stated that the government bill on crowdfunding is part of granting young project promoters and small business owners access to funding, to create job opportunities and stimulate economic dynamism, and to establish new funding mechanisms that complement the traditional ones. The law will regulate crowdfunding in favor of micro, small, and medium-sized enterprises, and young innovators, to open new horizons for the development of our country’s funding system, and to follow the international developments in the digital field.
Additionally, the House of Representatives unanimously approved government bill 54.19, acting as Charter of Public services. In this regard, Minister of Economy, Finance, and Administration Reform Mohamed Benchaaboun stated that this Charter is a procedural application of the provisions of the Constitution relative to good governance. The Charter also represents a unified frame of reference that combines the foundations for advancing public services governance and rules of good governance. It also defines the necessary mechanisms for the success of public services actions. This bill subjects all the concerned public services to the principles and rules of good governance, including public administrations and local and regional authorities, taking into consideration the specificity of each service.
Besides, the House of Representatives adopted government bill 23.19 amending and supplementing Act 51.15 relative to reorganizing the Mohammed V National Theater. The bill aims at amending the form and substance of Act 51.15 by eliminating some terms of “national” nature, and by altering certain competences conferred to the Theater.
On second reading, the House Adopted government bill 70.17 relative to reorganizing the Moroccan Cinema Center and amending Act 20.99 relative to organizing the film industry. The bill aims to restructure the Moroccan Cinema Center to include new tasks in order to increase its productivity and bring it towards more organization and professionalism. It also aims at amending Act 20.99 relative to the film industry, especially regarding the granting of filming licenses for professional films and audiovisual productions, and the allocation of new tasks for the Center, particularly regarding audiovisual production, defining its field of action and enabling it to have the necessary mechanisms of good governance, and the appropriate administrative and financial assets.
