House of Representatives Adopts 14 Government Bills Related to International Instruments and Two on Mariculture and Tourism

The House of Representatives adopted, on Monday, November 21, 2022, 14 Government Bills related to the consolidation of cooperation between the Kingdom of Morocco and several brotherly countries, and the solidification of the Kingdom’s position at the continental level, in addition to two Government Bills on tourism and mariculture.

The adoption took place during a legislative plenary sitting chaired by the Deputy Speaker of the House of Representatives, Rep. Idriss Chtibi, and attended by the Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, Mr. Nasser Bourita; the Minister of Agriculture, Maritime Fisheries, Rural Development, Waters, and Forests, Mr. Mohammed Sadiki; the Minister of Tourism, Handicrafts, and Social and Solidarity Economy, Ms. Fatim-Zahra Ammor; and the Minister Delegate to the Head of the Government in Charge of Relations with the Parliament and Government Spokesperson, Mr. Mustapha Baïtas.

During the sitting, the House unanimously adopted 12 bills. In the meantime, two bills related to economic and commercial cooperation, and the consolidation of air services between the Kingdom of Morocco and the State of Israel, were adopted with a majority of votes, as 167 Representatives voted for the bills and 15 against them.

The ratification of the said international instruments comes as part of the commitment of the Kingdom to its international engagements and the implementation of the high Royal directives concerning the consolidation of cooperation and partnership ties linking the Kingdom of Morocco to several friendly countries and the entrenchment of the Kingdom's position at the continental and international levels.

The adopted Government bills related to international instruments include eight bilateral agreements with the Pan-African Youth Union, the Republic of Chad, the Union of Comoros, the State of Israel, and the Republic of Philippines, five continental conventions adopted at the African level, and a Government Bill on the banning and destruction of chemical weapons namely:

-       Government Bill 88.21 ratifying the Agreement between the Government of the Kingdom of Morocco and the Pan-African Youth Union on the relocation of the headquarters of the Pan-African Youth Union to the Kingdom of Morocco, concluded in Rabat on November 11, 2021;

-       Government Bill 100.21 ratifying the framework cooperation agreement in the field of logistics, concluded between the Government of the Kingdom of Morocco and the Government of the Republic of Chad on December 10, 2021;

-       Government Bill 101.21 ratifying the Agreement on international road transport of passengers, goods, and transit, concluded between the Government of the Kingdom of Morocco and the Government of the Republic of Chad in Rabat on December 10, 2021;

-       Government Bill 31.22 ratifying the Convention for the Elimination of Double Income Taxation and the Prevention of Tax Evasion and Fraud, concluded between the Government of the Kingdom of Morocco and the Government of the Union of Comoros in Dakhla on March 31, 2022;

-       Government Bill 32.22 ratifying the Agreement for the reciprocal promotion and protection of investments concluded between the Government of the Kingdom of Morocco and the Government of the Union of Comoros in Dakhla on March 31, 2022;

-       Government Bill 18.22 ratifying the economic and trade cooperation agreement between the Government of the Kingdom of Morocco and the Government of the State of Israel, concluded in Rabat on February 21, 2022;

-       Government Bill 74.21 ratifying the Agreement on air services, concluded between the Government of the Kingdom of Morocco and the Government of the State of Israel in Rabat, on August 11, 2021;

-       Government Bill 25.22 ratifying the Agreement on air services, concluded between the Government of the Kingdom of Morocco and the Government of the Republic of Philippines in Rabat on March 17, 2022;

-       Government Bill 26.22 ratifying the Hague Convention on the International Recovery of Child Support and Other Forms of Family Maintenance, adopted in the Hague on November 23, 2007;

-       Government Bill 24.22 ratifying the Inter-African Convention Establishing An African Technical Co-Operation Programme, adopted in Kampala (Uganda) on August 1, 1975;

-       Government Bill 02.22 ratifying the Revised Convention on the Recognition of Studies, Certificates, Diplomas, Degrees and Other Academic Qualifications on Higher Education in African States, adopted in Addis Ababa (Ethiopia) on December 12, 2014, and acceded to by the Kingdom of Morocco on November 15, 2019;

-       Government Bill 78.21 ratifying the Council of Europe Convention on the Manipulation of Sports Competitions, adopted on September 18, 2014, in Magglingen (Switzerland) and acceded to by the Kingdom of Morocco on September 20, 2021, in Strasbourg;

-       Government Bill 75.21 ratifying the Convention on the creation of the International Organization for Marine Aids to Navigation, adopted in Paris on January 27, 2021, and acceded to by the Kingdom of Morocco on July 13, 2021;

-       Government Bill 26.21 supplementing Law 36.09 banning the development, manufacturing, storage, and usage of chemical weapons and stipulating their destruction.

 

Additionally, the House of Representatives adopted the following:

-       Government Bill 84.21 on mariculture, in second reading, which comes as part of the bet on a blue economy built upon the necessity to engage the field of mariculture in the new dynamism of the Kingdom and value its contribution to the achievement of the desired goals of creating wealth, ameliorating added value, developing the human capital, advancing the social inclusion and cohesion, and promoting regional rehabilitation.

The development of the various aspect of mariculture is also part of the national and international political orientations, particularly the UN policies regarding the achievement of the Sustainable Development Goals, the mitigation and adaption of the impacts of climate change, and the protection of the environment.

-       Government Bill 19.22, amending and supplementing Law 05.12 regulating the profession of tourist guide, which aims to pursue the regulatory reform of the profession of tourist guides to create job opportunities for young people and to grant the persons with adequate experience in the informal sector a chance to integrate the formal one through valuing their experiences and skills.
