Final Declaration Upon Joint Meeting with the House of Representatives and Extraordinary Session of the Parliamentary Committee in Charge of Monitoring the Pacific Alliance in Rabat on March 2, 2023

Support for the Moroccan autonomy initiative in the Southern provinces to resolve the conflict over the Moroccan Sahara

 

Considering that the Kingdom of Morocco, the observer Member of the Pacific Alliance, located on the Atlantic shore of Africa, shares the same moral, political, and economic values advocated by the Pacific Alliance.

In relation to the negotiations process under the aegis of the United Nations to resolve the conflict over the Moroccan Sahara, the Parliamentary Committee in Charge of Monitoring the Pacific Alliance declares its support for this negotiations process as outlined in the resolutions issued by the United Nations Security Council.

 

Upon its meeting of March 2, 2023, the Parliamentary Committee in Charge of Monitoring the Pacific Alliance declares that:

- since its submission to the United Nations on April 10, 2007, the autonomy plan in the Sahara has enjoyed the support of the Security Council that ratified it unanimously under Resolution 1754 of April 30, 2007, considering it a serious and credible initiative, in addition to the recognition and engagement of several States and instances that deem the Moroccan initiative an opportunity to move forward towards a political solution to an issue stalled for more than 30 years.

- the extended autonomy proposed by the Kingdom of Morocco as a solution to the conflict over the Sahara fulfills the expectations of all parties.

- reflecting the development policy adopted by the Moroccan Government in the Moroccan Sahara, this region manifestly enjoys a high level of social and economic prosperity like the other regions of the Kingdom.

- the Kingdom of Morocco is a State of Law with independent institutions in charge of ensuring human rights.

 

Based on the foregoing, the Parliamentary Committee in Charge of Monitoring the Pacific Alliance affirms that:

- the Bureau of the Committee expresses its resolute support and commitment to the resolutions of the United Nations Security Council.

- the Bureau of the Committee, similarly to the other members of the international community and the United Nations, commends this initiative as "a serious and credible effort" that would enable the inhabitants of the Sahara to exercise their right to manage their affairs democratically through legislative, executive, and judicial bodies with exclusive prerogatives and under the total sovereignty of the Kingdom of Morocco.

- the Bureau of the Committee lauds the leadership of the Kingdom of Morocco at the African and Arab levels and its strong commitment to a fruitful and proactive South-South Cooperation, which makes the Kingdom a principal interlocutor and trustworthy partner to address the mutual challenges like the preservation of global peace and security, food security, inclusive social development, and protection of the environment.
