Conclusion of Memorandum of Understanding between the Parliament of the Kingdom of Morocco and the National Congress of the Republic of Honduras

Speaker of the House of Representatives, Hon. Rachid Talbi El Alami, and Speaker of the House of Councilors, Hon. Enaam Mayara, signed on Wednesday, February 14, 2024, at the Seat of the Parliament in Rabat, a Memorandum of Understanding with the Speaker of the National Congress of the Republic of Honduras and Deputy President of the Forum of Speakers of Legislative Assemblies of Central America, the Caribbean, and Mexico (FOPREL), Hon. Luis Rolando Redondo Guifarro. 

The Memorandum aims to create mechanisms for cooperation and consultation. It also covers holding regular, continuous, and constructive talks regarding questions of mutual interest, coordinating efforts and positions, and unifying visions at the level of the regional, continental, and international parliamentary and Government organs. 

Besides, the Memorandum stipulates the establishment of parliamentary communication and interaction channels through the exchange of visits, experiences, expertise, information, and documents between the two institutions, in addition to reinforcing mutual events and consolidating technical cooperation between their administrations. 

On this occasion, the Speaker of the National Congress of the Republic of Honduras announced the creation of the Honduras-Morocco Parliamentary Friendship Group to consolidate the cooperation and friendship bonds between the two Parliaments. He also noted the existence of significant promising opportunities and prospects for cooperation between the two countries and affirmed that Morocco is a gateway to Africa, while noting that Honduras is located in the center of Latin America. 

For their part, the Speakers of the House of Representatives and the House of Councilors expressed their aspiration to reinforce the relations of parliamentary cooperation with the National Congress of the Republic of Honduras and strengthen coordination and consultation between the two legislative institutions within the FOPREL, where the Moroccan Parliament enjoys the status of observer member since 2014.

It should be noted that Hon. Luis Rolando Redondo Guifarro visits the Kingdom of Morocco to take part in the proceedings of the Parliamentary Conference on South-South Cooperation, organized under the High Patronage of His Majesty King Mohammed VI, may Allah glorify him, in partnership between the House of Councilors, the Forum of Parliamentary Dialogue for South-South Cooperation, and the League of Senates, Shoora, and Equivalent Councils in Africa and the Arab World, on February 15-16, 2024. 

The meeting was attended by the Second Deputy Speaker of the House of Councilors, Cllr. Fouad Kadiri, the Ambassador of the Republic of Honduras to Spain, H.E. Marlon Antonio Brevé Reyes, and the Secretary-General of the FOPREL, Ariel Alvarado Urbina.
