Board of House of Representatives Holds Weekly Meeting on Tuesday, October 20th, 2020

The Board of the House of Representatives held its weekly meeting under the chairmanship of Speaker of House of Representatives Habib El Malki on Tuesday, October 20th, 2020. The meeting was devoted to matters related to control, legislature, and organizing the House activities.

On control action, the Board of the House has set the agenda of the plenary sitting scheduled on Monday, October 26th, 2020, to include the Ministries of Interior and Health. The Board has also set the agenda of the weekly sittings for the first half of November to cover the Ministries of Human Rights and Relations to the Parliament, Labor and Vocational Integration, and Tourism and Handicrafts for the sitting of Monday, November 2nd, 2020, while the sitting of Monday, November 9th, 2020 will cover the Ministries of Culture, Youth and Sports; Industry, Trade, and Digital Economy; and Equipment, Transport, Logistics, and Water.

About the Board's feedback to the proposals of the House components and the developments on the national scene, the Board has decided to keep the House's agenda flexible to changes so that it answers to the nature of this period and the urgent issues that need to be addressed.

As for examining and voting on the draft finance bill, the House’s Board reviewed the relative schedule, both at the level of the Finance and Economic Development Committee, at the level of examining the draft sub-budgets within standing committees, or at the level of plenary sittings, taking into consideration the legal deadlines defined in the Organic Law on the Finance Act.

The House’s Speaker and Board members reiterated the prominence of this constitutional action, which is marked with strenuous effort in discussing the contents of the budget, and the resulting social and economic projects.

On rationalizing the period allocated to that, the Board has agreed to widen the scope of participation of all the House organs to ensure the success and efficiency of this control and legislation step.

Concerning legislation, the Board reviewed the Government bills referred to the standing committees, which amount to 33 bills, and reviewed the progress of their examination. In the same respect, the Board reiterated the imperative of sticking to the deadlines set out in the Rules of Procedure, noting their importance in the bilateral and multilateral relations of Morocco, both at the level of the draft conventions referred to it, or the Government bills related to social, economic, environmental, and good governance matters. Regarding parliamentary bills, the Speaker and the Board of the House lauded the positive cooperation the Government showed through its response to numerous bills, particularly the constant efforts of the Minister of State in Charge of Human Rights and Relations to the Parliament.

As part of this cooperation, the Government responded to fifteen parliamentary bills proposed by the numerous parliamentary groups and caucus, which covered the Labor Code, the Penal Code, the Criminal Procedure Code, the rights in rem, the convention of general assemblies of limited liability companies, waste management, and a parliamentary framework bill on climate.

The Speaker and the Board of the House noted the importance of the contents of these bills in filling the legal gaps related to several alarming social phenomena that concern the penal code, or ones of economic, human rights, and environmental nature. The Board has also decided to notify the concerned standing committees to schedule the examination of these bills and accomplish the relevant legislative procedure.

Besides, the Board reviewed the question of exploratory missions. It has approved an additional request relative to the exploratory mission on the procurement contracts concluded by the Ministry of Health to address COVID-19, which was the subject of previous approval issued by the Board on the same matter.
