The Board of the House of Representatives held its weekly meeting on Monday, June 21, 2021, under the chairmanship of Speaker of House of Representatives Habib El Malki. The meeting tackled questions relating to control, legislation, and the House's work program.
At the onset of the meeting, the Speaker of the House of Representatives recalled the prominent event that marked the national scene, relating to Moroccan expatriates and the profoundly significant humanitarian decision of His Majesty King Mohammed VI, may God protect him, to open the borders for them and his directives to the competent transport authorities to ease their return to Morocco by fixing adequate prices and securing their reception in good conditions. The House Speaker added that Moroccan expatriates and their families welcomed the decision with consideration and pride.
Besides, the House Speaker and its Board seized this occasion to reiterate their esteem for the patriotism of Moroccan expatriates and their fervor for their nation and its territorial integrity and sanctities. The Moroccan expatriates reflected such feelings on various occasions where they expressed their belonging and attachment to their homeland and their defense of its legitimate causes.
Regarding control, the Board has set the agenda of the oral questions sitting on Monday, June 28, 2021, to cover questions relating to infrastructure and social affairs.
Concerning the presentation of the interim report on the Government’s action following the provisions of Article 101 of the Constitution, the Board has decided to convene two plenary sittings for this purpose:
- The first plenary sitting on Tuesday, July 6, at 10:00 a.m. for the presentation of the report by the Head of Government,
- The second sitting on Tuesday, July 13, for the discussion of the report.
For legislation, the Board has decided to hold a legislative plenary sitting on Tuesday, June 22, at 3:30 p.m. to examine and vote on some bills, including:
1) Government Bill on microfinance,
2) Government Bill enacting special measures to the direct marketing of fruits and vegetables as part of agricultural aggregation,
3) Government Bill on arbitration and conventional mediation,
4) Parliamentary Bill on nurseries, and other finalized bills.
The Board also reviewed and referred to the Internal Affairs, Communes, Housing, and Urban Policy Committee Government Bill 57.19 on the real property system of communes.
Concerning the work of the Committee on Petitions and Motions in Legislation, the Board reviewed the progress of the Committee’s action and the outcomes of its work on the amendment of the parliamentary organic bills on petitions and motions. The amendment covers core provisions that aim to alleviate the requirements for submitting petitions and motions and adds new provisions based on the expertise accumulated by the House at the local level and on similar experiences.
The Board also reviewed the progress of the standing committees’ activities and decided to hold a second legislative sitting on Monday, June 28, to examine and vote on the finalized bills.
