The Board of the House of Representatives held its weekly meeting under the chairmanship of Speaker of the House Habib El Malki on Monday, January 18th, 2021. The meeting was devoted to parliamentary control and legislation.
As for parliamentary control, the Board defined the agenda of the plenary sitting for oral questions on general policy to the Head of Government to cover the “Government Policy to Support Local Products.” The sitting will be convened on Monday, February 1st, 2021.
As for the exploratory missions aspect of parliamentary control, and pursuant to the provisions of Article 109 of the Rules of Procedure of the House of Representatives, the Board has decided to schedule the reports of the exploratory mission on the Moroccan consulates abroad and the exploratory mission on the situation of some prisons in the Kingdom during the plenary sittings for presentation and discussion. The Board has also decided, following the provisions of Article 125 of the Rules of Procedure, to present the report on the healthcare system, prepared by the thematic working group in charge of the matter.
Besides, and following the provisions of Article 296 of the Rules of Procedure, the Board has decided to present the report of the Public Finance Control Committee on the Deposit and Management Fund (CDG). The Board has decided to hold two plenary sittings on February 2nd and 9th, 2021, to present the reports above.
The meeting was an opportunity where the Speaker and the Board members noted the importance of the drafted reports and the high level of professionalism that marked the examination and collection of data and the issuance of recommendations in their regard. The Speaker and the Board members stressed the importance and imperative of the Government's interaction with the conclusions of the reports.
In their review of the House's activities at the level of exploratory missions, the Board noted the huge efforts deployed to implement the mechanism of exploratory missions and their focus on crucial issues. In this respect, the Foreign Affairs, National Defense, Islamic Affairs, and Moroccan Expatriates Committee is running an exploratory mission on the actual situation of Moroccan children, women, and citizens stuck in areas of tension in Syria and Iraq. The Finance and Economic Development Committee is running an exploratory mission on the credit institutions and similar bodies. The Social Sectors Committee is leading exploratory missions on social care establishments, some psychiatric facilities, blood transfusion centers, the Administration of Medicines and Pharmacies, and the public procurement contracts concluded by the Ministry of Health during our country’s battle against COVID-19. In the same respect, the Infrastructure Committee is leading an exploratory mission on the National Office for Electricity and Potable Water (ONEE).
The Board reiterated its commitment to providing the appropriate guarantees for this control mechanism to be successful and effective, recalling the relevant articles of the Rules of Procedures and the reference guiding framework prepared by the House in the form of bylaws to regulate it.
As for legislation, the Board reviewed the legislative outcome of this session up to Monday, January 18th, which includes 26 legislative texts, 4 of which are parliamentary bills, approved by the House during this session. The Board also highlighted the importance of committing to the monthly sitting devoted for parliamentary bills and the imperative of scheduling the Government bills referred to the standing committees during the ongoing session.
