Board of House of Representatives Holds Weekly Meeting on May 6th, 2020

The Board of the House of Representatives held its weekly meeting under the chairmanship of the House’s Speaker Habib El Malki on Wednesday, May 6th, 2020. The meeting tackled Government control and legislation.

As for Government control, and as part of the agenda established by the Board, the latter set the agenda of the weekly session of Monday, May 11th, 2020, to include the sector of trade, industry, and green and digital economy. The session will follow the format of questions followed by a debate. The Board also set “The Government’s plan to lift the lockdown” to be the topic of the monthly session devoted to oral questions on general policy addressed to the Head of Government.

Concerning the House’s control action, the Board commended the importance of the resolute and responsible debate that marked interpellation sessions, which tackled current issues and reached increased follow-up of the public opinion. The Board also stressed the imperative of pursuing the application of the agenda of oral questions it has set, to regularly update the public of all the information and measures they are aspiring to know of.

Regarding legislation, the Board noted the promptness of the standing committees and the House to adopt the texts approving the decree-laws relative to the state of public health emergency and the suspension of foreign-debt ceiling, following the legislative procedure set out in Article 81 of the Constitution, as well as the laws accompanying the state of public health emergency and relative to joint-stock companies.

Also, the Board reviewed a parliamentary bill amending and supplementing Law 19.10 establishing and regulating the Hassan II Foundation for the Promotion of Social Works in favor of medical staff and referred it to the Social Sectors Committee. The Board also referred a parliamentary bill on the permissibility to hold the shareholders’ meetings of limited liability companies, partnerships, and proprietorships during the state of public health emergency to the Finance and Economic Development Committee.

Besides, the Board discussed the means and assets available to ensure the safety of deputies within the plenary hall and standing committees. In this respect, the Board affirmed its strong commitment to reinforce them using the available means.

About the House’s follow-up of Government pledges, the House’s Speaker reiterated the importance of this procedure launched during last years in plenary sessions. The procedure allowed thorough monitoring and follow-up of several Government pledges and other measures it intends to take. These are the same imperatives that regulate control action within standing committees, which will be implemented within the shortest possible time.

The Board also reviewed Ruling 105/20 issued by the Constitutional Court.
