Speaker of the House of Representatives, Hon. Rachid Talbi El Alami, Chairs Award Ceremony of National Prize for Studies and Research on Parliamentary Action in Its Second Edition

Speaker of the House of Representatives, Hon. Rachid Talbi El Alami chaired on Wednesday, July 6, 2022, at the House, the National Prize for Studies and Research on Parliamentary Action award ceremony in its second edition.

In an address he gave on occasion, the Speaker of the House noted that the National Prize for Studies and Research on Parliamentary Action would provide a qualitative boost to specialized scientific research in the parliamentary field and develop the spirit of creativity and innovation among researchers and in their scientific product, which will undoubtedly benefit both the components of the House and the other actors and stakeholders. He added that the House would spare no effort to enshrine this trend in its parliamentary institutional approach of communication, openness, and cooperation with all actors, including public universities and schools.

For his part, the Chair of the Jury, Professor Abdellah Saaf, noted that this prize intends to consolidate the position of the legislative body within the Moroccan institutional and public space. In the same respect, he pointed out that the Jury wishes for the continuity of this prize, and the promotion of openness to universities, to link theoretical knowledge to scientific practice and achieve convergence between the Parliament, as a legislative constitutional institution, universities, and research centers. Mr. Saaf called on universities to orient students and researchers towards paying further interest to parliamentary action and life through special training units at the level of M.A. degrees and research teams specializing in parliamentary action.

During the ceremony, the Jury announced the names of the awardees according to categories. In this context, the Merit Prize for doctoral theses went ex aequo to Mr. Hassan El Mazoudi, for his thesis on “Parliamentary Opposition in Morocco: A Study of the Representative, Political, and Institutional Transformations and Their Impact on the Performance of the House in Control for 1963-2016,” and Ms. Mounia Bouhmi for her thesis on “the Constitutional Status of Parliamentary Committees in Morocco in the Light of the 2011 Constitution: A Contribution to the Moroccan Parliamentary Law.

The Merit Prize for published works went ex aequo to Mr. Jaber Leboue for his work entitled: “Moroccan Parliament in the 2011 Constitution: An Analytical Study of the Structure and Competences during the 9th Legislative Term," and Mr. Karim Zawak for his work entitled: “The Essence of Parliamentary Diplomacy.

The Encouragement Prize for Doctoral Theses went to Mr. Mohamed Abky for his thesis on “Parliamentary Groups And Caucuses in Morocco: Constitutional and Legal Roles during the 9th Legislative Term (2011-2016).

The Jury of the second edition of the National Prize for Studies and Research on Parliamentary Action includes Dr. Abdellah Saaf, Chair of the Jury, Dr. Nadia Bernoussi, Dr. Mohammed Amine Benabdallah, Dr. Abdelhafid Idmino.

The National Prize for Studies and Research on Parliamentary Action, awarded in accordance with the provisions of Rule 350 of the Rules of Procedure of the House of Representatives, aims to encourage outstanding scientific works related to parliamentary action, whether they are doctoral theses or published works.
