Santiago: Deputy Speaker of the House of Representatives, Rep. Mohamed Ghayate, Takes Part in Future Congress and the Third World Summit of the Committees of the Future

Deputy Speaker of the House of Representatives, Rep. Mohamed Ghayate, took part in the proceedings of the Future Congress and the Third World Summit of the Committees of the Future, co-organized by the Inter-Parliamentary Union and the Senate of the Republic of Chile in Santiago, Chile, on January 13-14, 2025.

The Summit aims to enhance the role of anticipatory governance and integrating it into parliamentary practice, in addition to raising awareness of the vital role of Parliaments in ensuring the integration of strategic planning and reflection on the future in order to orient policies, legislation, control, and decision making. 

The Summit features the participation of parliaments from all world countries, experts, and representatives of international organizations and civil society. 

The Summit focused on the following themes: 

• The ethical challenges posed by artificial intelligence. 
• The major objectives of anticipatory governance: 
• The legislations linked to managing clean oceans and ensuring sustainable maritime management; 
• The current and future challenges of astronomy: enhancing global cooperation and the aspects of scientific progress; 
• The digital transition and hyper connectivity. 

The Summit featured a series of plenary sittings, conferences, and roundtables and culminated in several recommendations that encourage parliaments to create and reinforce the Committees of the Future in order to strengthen dialogue and cooperation between the world’s parliaments on the questions of the future and contribute to achieving the Sustainable Development Goals.

It should be noted that the idea of the Committees of the Future emerged in the late 20th century when parliaments realized the importance of innovation and future reflection. In 2018, the UN Parliamentary Assembly held a conference of the future of parliaments where it called for the creation of Committees of the Future in all Parliaments. The year 2022 witnessed the First World Summit of the Committees of the Future in Brussels, Belgium. The Summit featured the participation of more than 100 parliaments from around the globe and culminated in the Brussels Declaration that called for enhancing the role of parliaments in addressing the future challenges. The House of Representatives took part in the Second World Summit held in Montevideo, Uruguay, in September 2023, following the creation of the Moroccan National Parliamentary Representation of the Committees of the Future at the House of Representatives.
