Uruguay: High-Level Delegation of the House of Representatives Takes Part in Second World Summit of the Committees of the Future

A high-level delegation from the House of Representatives is taking part in the Second World Summit of the Committees of the Future, in Montevideo, Uruguay, from September 25 to 27, 2023. The Moroccan parliamentary delegation is made up of:

  • Rep. Mohammed Ghayate (Chairperson of the Group of the National Rally of Independents), head of the delegation;
  • Rep. Rachid Hamouni (Chairperson of the Group of Progress and Socialism);
  • Rep. Rachid Bougataya (Group of Authenticity and Modernity);
  • Rep. Hanane Fatrass (Socialist Group - Ittihadi Opposition).

The Summit features the participation of representatives of world parliaments, experts, and representatives of international organizations and civil society.

The Summit aims to consolidate the role of parliaments in making decisions based on future data and analysis, to encourage parliaments to develop their skills in artificial intelligence and emerging technologies, and to promote and support dialogue and cooperation between the world's parliaments on future issues.

The Summit will discuss the following three issues:

  • Artificial intelligence and democracy, focusing on possible opportunities and dangers;
  • Challenges to global governance in a changing world;
  • Sustainable development in the context of climate change and other global crises.

The Summit will feature a series of plenary sessions, seminars, and workshops. It is also expected that the Summit will issue several recommendations to encourage parliaments to develop skills in artificial intelligence and emerging technologies, consolidate dialogue and cooperation between the world's parliaments on future issues, and support the implementation of the Sustainable Development Goals.

The idea of Committees of the Future saw light in the late 20th century as parliaments began to assimilate the importance of innovation and future thinking. In 2018, the United Nations Parliamentary Assembly held a conference on the future of parliaments. This conference called for creating Committees of the Future in all parliaments. In 2022, the First Summit of the Committees of the Future took place in Brussels - Belgium, with the participation of over 100 parliaments. This Summit saw the issuance of the Brussels Declaration, calling for the consolidation of parliaments' roles in meeting future challenges.
