Speaker of House of Representatives Habib El Malki held a meeting with the chairpersons of the parliamentary groups and caucus on Monday, October 12th, 2020. The meeting was devoted to the control and legislation works of the House.
At the onset of the meeting, Speaker of House of Representatives Habib El Malki gave a presentation on the contents of the Royal speech at the opening of the first session of the legislative year, recalling the symbolism of this opening, through which His Majesty the King, may God protect him, wanted to send profoundly significant messages on the commitment to managing coronavirus and abiding by the accompanying protective measures, as well as the keenness of His Majesty to preserve the safety of parliamentarians through abiding by the precautionary measures in force.
The participants in the meeting also recalled the messages that marked the Royal speech in their economic and social aspects, in addition to the operational measures for economic take-off through the creation of Mohammed VI Investment Fund, financing enterprises, assisting the rural world and its women, and the social work that reflects the intergenerational solidarity and synergy spirit and ensures the dignity of all Moroccans.
Besides, the participants recalled the framework that contributes to the success of these Royal projects by entrenching the principle of good governance, the correlation between responsibility and accountability, and prioritizing the nation's higher interests. The participants also stressed the importance of the engagement of all actors in implementing these directives via concrete plans and programs and following and overwatching their implementation.
About the House's control work, the meeting discussed the draft program of weekly questions and the suggested axes. In this respect, the participants stressed that they should be organized according to the priorities reflected by the recent developments, in a way that puts the national public opinion and its concerns at the heart of the weekly control action.
Concerning legislation, the House’s Speaker and the chairpersons of the parliamentary groups and caucus noted the importance of the legislative production emanating from the deputies in the form of parliamentary bills, which have reached a total of around 210 bills, 40 of which presented since last March. These parliamentary bills have been of critical support to the Government’s efforts as they tried to close several legal gaps imposed by the pandemic and address numerous social, economic, and organizational issues.
As part of implementing the provisions of the constitution, namely those on the monthly sitting devoted to studying parliamentary bills, the House’s Speaker and the chairpersons of the parliamentary groups and caucus affirmed the importance of meeting with the Government and defining a detailed agenda of the parliamentary bills as they are a rich and useful record that contributes to addressing several national cases and various social, economic, and human rights issues.
