Speaker of the House of Representatives and Speaker of the Saudi Shura Council Conclude a Memorandum of Understanding

Speaker of House of Representatives, Hon. Rachid Talbi El Alami held talks on Monday, August 1, 2022, at the House, with the Speaker of Saudi Shura Council, Hon. Abdullah ibn Muhammad ibn Ibrahim Al ash-Sheikh, currently on an official visit to our country at the head of an important delegation.

During their encounter, attended by the Ambassador of the Kingdom of Saudi Arabia to Rabat, the two parties commended the distinguished ties linking the Kingdom of Morocco to the Kingdom of Saudi Arabia based on mutual respect and sincere brotherhood. The two parties also hailed the strong bonds between His Majesty King Mohammed VI and the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud.

Hon. Rachid Talbi El Alami and Hon. Abdullah ibn Muhammad ibn Ibrahim Al ash-Sheikh stressed their full support for the two countries' security, stability, and territorial integrity. In the same vein, they expressed their mutual keenness to advance cooperation and consultation between the two legislative institutions.

In this regard, the two parties concluded a memorandum of understanding that would operate as a framework for continuous cooperation and interaction between the two institutions. The memorandum, which enters into force from the date of its conclusion, stipulates the establishment of a mechanism of annual exchange of visits, promotion of exchange of parliamentary delegations, creation of joint working groups, and consolidation of relations between the members of the two institutions to work on parliamentary questions and aspects of mutual interest. The memorandum also proposes a mechanism to exchange parliamentary experiences and studies.

On the same note, the memorandum highlights the importance of communication and extending lasting bridges between the two institutions through the intensification and advancement of bilateral cooperation, exchange of views, regular coordination and dialogue at the Speakership, Secretariat-General, and working group levels, and within regional and international parliamentary fora, to preserve the interests of both countries.

Besides, the memorandum outlines the areas of continuous cooperation and dialogue, which are of interest to the parliamentarians of both countries and include security affairs, fight against terrorism and extremism, in addition to the geo-strategic, cultural, economic, investment, commercial, food security, climate, advancement, religious, human rights, scientific research, and technological developments.

The Speakers of the Moroccan House of Representatives and the Saudi Shura Council agreed on encouraging technological and scientific innovation, advancing information and communication technologies, working together to advance digital parliamentary action, and cooperating to develop the skills of parliamentarians and human resources.

The two parties also agreed on organizing joint events, such as conferences, seminars, and colloquia on themes like enacting laws, assisting parliamentarians in legislation, parliamentary research and analyses, promoting women's participation, and advancing the technical skills of parliamentarians and staff.

The cooperation between the two institutions shall also include other areas related to parliamentary action and legislation, such as parliamentary services, general research, and the exchange of expertise in studies, information, and parliamentary media.
