Rachid Talbi Alami was elected Speaker of the House of Representatives with the absolute majority of votes in the first round after obtaining 258 votes, in a plenary sitting held on Saturday, October 9, 2021.

Rachid Talbi Alami was born in 1958.
He occupied the following positions:
- Minister of Youth and Sports, from April 2017 to October 2019.
- Speaker of the House of Representatives, from April 2014 to October 2016.
- Chairperson of the African Parliamentary Union (APU), on November 2, 2014.
- Minister Delegate to the Prime Minister in charge of Economic and General Affairs, from June 2004 to October 2007.
- Minister of Industry, Trade and Telecommunication, from November 2002 to June 2004.
- Chairman of the Urban Municipality of Tetouan in 2003.
- Chairman of the Tangier-Tetouan Regional Council in September 2009, and reelected Chairman of the same Council in October 2012.
Rachid Talbi Alami studied at the Mohammed V University in Rabat and obtained a Ph.D. in Finance and Management from the New York University in the United States.
He also held the position of international expert in decentralization and local finance systems at the United States Agency for International Development USAID.
