Moroccan Parliamentary Delegation Takes Part in Second Russia-Africa Parliamentary Conference

A Moroccan parliamentary delegation is taking part in the proceedings of the Second Russia-Africa Parliamentary Conference, held in Moscow on March 19-20, 2023.

The delegation includes the Deputy Speaker of the House of Representatives, Rep. Mohamed Sabbari, and Mr. Jamal El Ouardi, a member of the House of Councilors. The Ambassador of His Majesty to Moscow, H.E. Loutfi Bouchaara, participates in the Conference alongside the parliamentary delegation.

The Session features the participation of 45 African legislative institutions alongside the Russian Duma. On occasion, the participants discussed the theme: “Russia and Africa in a multipolar world.”

The proceedings included four panels that tackled themes falling under parliamentary cooperation in education and schooling, the proposal of solutions to economic challenges, indivisible security, and the new form of occupation by the West.

In his address on behalf of the Moroccan delegation before the participants in the panel devoted to indivisible security, Rep. Mohamed Sabbari highlighted the importance of unifying African peoples and rejecting segregation and secession.

Rep. Sabbari also noted that the participation of the Moroccan Parliament in this gathering aims to reinforce the voice of Africa and shun terrorism, secession, and interference in States’ affairs. He also added that Africa needs active countries that serve its interests.

The plenary session of the parliamentary Conference featured a speech by the President of the Russian Federation, H.E. Vladimir Putin, before the participants. In his speech, the Russian President affirmed Russia's willingness to cooperate with African countries in several areas, double its aid related to infrastructure, energy production, debt relief, and share Russian technology and expertise.

The plenary session was an opportunity for the representatives of African peoples to stress the importance of cooperation between Russia and Africa, explore the various areas for bilateral and multilateral cooperation, and underscore the imperative of joining efforts to establish security and stability in Africa and the world.

It should be noted that the Moroccan Parliament took part in 2019 in the First Russia-Africa Parliamentary Conference in Moscow on: “Advancing the parliamentary practice.”
