As part of the participation of the House of Representatives in the 48th Session of the Parliamentary Assembly of the Francophonie, taking place in Tbilisi, Georgia, on July 4-8, the members of the parliamentary representation of the House of Representatives took part in the meetings of the Standing Committees of the Assembly.

Within this scope, Rep. Mohammed Ghayate, head of the delegation, represented the Moroccan delegation at the meeting of the Political Committee. At the same time, Rep. Hussein Ouaallal took part in the meetings of the Cooperation and Development Committee, Rep. Latifa Lablih participated in the meetings of the Parliamentary Affairs Committee, and Rep. Hachim Amine Chafik in the meetings of the Education, Communication, and Cultural Affairs Committee.

The Political Committee meeting allowed Rep. Mohammed Ghayate to discuss and interact with the Committee members on important questions. In this context, they reviewed political developments in the French-speaking region. In his intervention, Rep. Mohammed Ghayate emphasized that Morocco had recorded a growth rate of 3.5% up to June 30 this year, compared with 0.5% for the same period last year, despite the constraints linked to the unprecedented inflation rate. The Representative also reported that the Government had implemented the Investment Charter for a balanced and fair economy in all regions of the Kingdom. He also noted that the Kingdom had reformed its business climate by making bold decisions, despite the resistance accompanying any change.

With regard to the implementation of social projects, Rep. Ghayate noted the generalization of medical coverage for all citizens and the creation of university hospital centers in vulnerable regions. Regarding education, the head of the Moroccan delegation pointed out that reform of the public education system could only be achieved by putting pupils at the heart of the system and improving teacher conditions. With regard to women's empowerment, Rep. Ghayate emphasized the choice of reforming the Family Code through bold decisions to achieve overall parity for Moroccan women.

For his part, Rep. Hussein Ouaallal took part in the proceedings of the Cooperation and Development Committee. During his participation, the Representative reviewed the Kingdom's economic and social developments. In this context, he commended the economic and social stability enjoyed by the Kingdom of Morocco within the region, which is reflected in its economic growth, despite the climatic challenges it faces (notably the drought that has lasted for several years), as well as the complex global situation (the rise in raw material prices on the world market), all of which have contributed to inflation rising to 7.6% as of February 2023. In the same vein, he highlighted the Moroccan Government's efforts to combat inflation, including support to limit price rises and the regularization of the monetary policy.

Rep. Ouaallal also gave a presentation on the Kingdom's achievements in the field of renewable energies, in which he reviewed the national strategy targeting five energy-consuming sectors: transport, construction, industry, agriculture, and public lighting. He also pointed out that Morocco is ensuring the implementation of energy efficiency measures immediately after the launch of the national energy strategy as part of the national plan, which is based on the promotion of renewable energies and energy saving by adopting energy efficiency measures and making the latter one of the priorities of the productive sectors. The Representatives also highlighted the various energy efficiency programs and efforts implemented, which have led to tangible energy savings and contributed to building national capacities and raising awareness of the importance of energy efficiency.

In another context, Rep. Hachim Amine Chafik, a member of the Education, Communication, and Cultural Affairs Committee, spoke of the Kingdom of Morocco's achievements in cultural heritage protection. In this respect, he praised the work accomplished in the field of restoration and maintenance of historic sites and symbolic monuments, as well as the control mechanisms put in place by Morocco for this purpose through the constitution of committees specialized in the control of historic sites and museums, to protect cultural heritage, in cooperation with certain international institutions and organizations. He also explained that the Kingdom has ensured the launch of awareness and education campaigns to highlight cultural heritage, and introduced educational programs for schools to introduce future generations to Moroccan history, art, and culture.

As part of the proceedings of the Parliamentary Affairs Committee, Rep. Latifa Lablih discussed the report on the effects of disinformation in the parliamentary community. In this connection, the Representative shed light on a series of measures taken by Morocco to limit this phenomenon, by implementing the law on the right of access to information, the verification of information, and support for initiatives aimed at setting up systems for monitoring and exchanging false information between media professionals.
