The House of Representatives unanimously adopted on Monday, November 9th, 2020, Government Bill 74.19 on restructuring the Academy of the Kingdom of Morocco. The adoption took place during a plenary sitting chaired by Speaker of House of Representatives Habib El Malki with the participation of Minister of Culture, Youth, and Sports Othman El Ferdaous.
In his presentation of the Bill, the Minister noted that "it is part of implementing the directives of His Majesty King Mohammed VI aiming at restructuring this prestigious institution following a new vision that aims to reinforce its competences as a reference national scientific institution that contributes actively to the cultural outreach of our country and plays a major role in communication and intellectual and cultural openness to various cultures.”
This Government Bill stipulates revising the missions of the Academy, its membership system, organization, and governance. The Bill includes 79 articles over six titles. In this respect, the missions of the Academy have been defined and expanded to cover running studies and research, encouraging the development of scientific research, mobilizing the skilled national and international intellectual and scientific human resources, and motivating them to participate in scientific and cultural activities organized by the Academy.
Also, the Academy has become responsible for promoting cultural creativity in its different aspects, and local creations in particular through introducing and showcasing them and organizing academic forums that gather intellectuals from all over the world, creating scientific events to discuss intellectual questions and prizes to honor the renowned personalities and the outstanding intellectual works and art creations.
The Bill also stipulates the restructuring the Royal Institute for Research on Moroccan History and sets out the creation of two specialized bodies in translation and arts. Following the approval of the Bill by the Parliament, His Majesty the King will appoint an interim ad-hoc committee that will prepare a list of scientific and intellectual figures to be members of the Academy after the publication of the law.
