Formation of the Thematic Working Group in charge of Evaluating the “Green Morocco Plan”

By virtue of Articles 70 and 101 of the Constitution on the evaluation of public policies, and pursuant to the decision of the Board of the House to select the "Green Morocco Plan" as a subject for the thematic evaluation during the current legislative year, the Thematic Working Group in charge of Evaluating the Green Morocco Plan held its first meeting on March 09, 2022, under the chairmanship of Speaker of the House of Representatives, Rachid Talbi El Alami, and in presence of the members of the thematic group, whom the parliamentary groups and caucus appointed.

During this meeting, the Speaker of the House stressed the importance of evaluation, as one of the main functions of the Parliament, besides legislation and scrutiny. Such functions, he clarified, strengthen the position of the parliamentary institution and its role in evaluating public policies and programs based on objective and scientific standards and indicators, according to which the institution makes its proposals and recommendations that will redress public policies in the future.

In the same vein, the Speaker of the House recalled the importance of the "Green Morocco Plan" as a theme to be evaluated, which was initially launched by His Majesty King Mohammed VI in April 2008. The Plan aims to raise the agricultural GDP, double the value of exports, and manage water resources more effectively.

In this respect, the Speaker stressed that the choice of the “Green Morocco Plan," as a theme, was neither accidental nor arbitrary, but a part of the House’s vision to implement the New Development Model by contributing to the enhancement of prioritized public policies, taking into consideration the unquestionable importance of the agricultural sector in ensuring food and economic security for Moroccans.

For their part, the participating Representatives expressed their gratitude and thanks to the Speaker and the Bureau of the House for selecting this theme, noting its great importance in achieving economic and social development and in promoting the agricultural sector in its various dimensions.

The members of the Group confirmed their full readiness to work together, responsibly and resolutely, noting that they shall carry out the tasks entrusted to them by elaborating an objective report based on the universally recognized indicators and standards in this context and presenting their conclusions and suggestions that would contribute to the amelioration and remedy of the public policies related to this theme in the future.

Subsequently, the thematic group was formed according to the following composition:

-      Chairperson: Rep. Noureddine Moudiane (Istiqlali Group of Unity and Egalitarianism);

-      Vice-Chairperson: Rep. Farida Khniti (Group of Progress and Socialism);

-      Rapporteur: Rep. Abdessamad Haiker (Parliamentary Caucus of Justice and Development);

-      Vice-Rapporteur: Rep. Mohammed Ghayate (Group of the National Rally of Independents).
