A Moroccan parliamentary delegation is taking part in the First IDI (INTOSAI Development Initiative)-ARABOSAI (Arab Organization of Supreme Audit Institutions) Joint Conference on “Supporting the Independence of Supreme Audit Institutions in the ARABOSAI Region,” taking place in Doha, Qatar, on May 23-24, 2023.
The delegation, headed by the Chairperson of the Public Finance Control Committee, Rep. Latifa Lablih, includes Rep. Rahhou El Hilaa (Group of Authenticity and Modernity) and Rep. Hamid Darrak (Socialist Group – Ittihadi Opposition). The Conference also features the participation of Mr. Kamal Daoudi, a judge in the Court of Accounts.
The Conference will be an important opportunity for the representatives of parliaments and the officials of the supreme audit institutions in Arab countries to exchange views and experiences as it will cover the clarification of the notion of independence of supreme audit institutions, evaluate their situation in the ARABOSAI region and determine their drawbacks regarding their independence from parliaments, and present the possible solutions that can solidify and strengthen said independence.
The agenda of the Conference includes reviewing the regional orientations regarding the independence of supreme audit institutions. In this regard, the Conference will feature the presentation of the Global Evaluation Report of Supreme Audit Institutions for 2020, the World Bank Index, the ARABOSAI Strategic Plan, and the ARABOSAI Survey on the Development of Institutional Abilities. Besides, the Arab Organization of Supreme Audit Institutions will give an overview of its actions in the area of supporting the independence of supreme audit institutions and shed light on the importance of cooperation between the supreme audit institution and the Parliament under the accountability ecosystem.
Moreover, the Conference will feature the organization of a workshop for debate and exchange of expertise regarding cooperation between the supreme audit institution and the Parliament, which will gather parliamentarians and representatives of supreme audit institutions.
The participants will also witness the presentation of the “Doha Action Plan,” which aims to consolidate interaction between supreme audit institutions and the Parliament in the ARABOSAI Region. The Plan relies on collecting data and elaborating practical guidelines to build capacities and support implementation at the country level.
