A delegation from the Moroccan Parliament, comprising Rep. Khadija Hajjoubi (Group of Authenticity and Modernity), Rep. Mohamed Lahmouch (Haraki Group), and Cllr. Mohamed Bekkouri (Chairperson of the Group of the National Rally of Independents), participated in the proceedings of the Committees and the Second Sitting of the Fourth Session of the Third Legislative Term of the Arab Parliament, held on January 20-21, 2024, in Cairo, the Arab Republic of Egypt.
The order of business of the Committee meetings covered several important questions in the region as well as the latest developments in the Arab scene.
During its meeting, the Committee on Political Affairs discussed the latest developments of the Palestinian cause, numerous guiding laws, and the preliminary drafts of the reports on the developments of security, political, economic, social, and human rights conditions in the Arab world (Sudan, Somalia, Libya, and Yemen). Besides, the participants also debated draft resolutions and statements on the developments of the political situation in the Arab world and the proposal to create an Arab Fund for Disaster and Emergency Management.
The members of the Moroccan delegation participated actively in the proceedings of the Committees. In this respect, Rep. Khadija Hajjoubi took part in the meeting of the Committee on Social, Educational, Cultural, Women, and Youth Affairs, as Deputy Chairperson. During the meeting, the participants agreed on the creation of a Sub Committee to be tasked with drafting an Arab guiding bill on combating bullying in the Arab world. Besides, they exchanged views on the empowerment of Arab youth. In this regard, the Moroccan Representative shed light on the Kingdom’s experience through presenting the policies adopted in order to empower youth, following the directives of His Majesty King Mohammed VI, may Allah glorify him. The Representative’s presentation received positive feedback from the attending members. Moreover, the participants discussed the progress in preparations for the convention of a seminar on “Protecting social values in the Arab world,” to be hosted by the Moroccan Parliament this year.
The Committee on Legislative, Legal, and Human Rights Affairs examined the draft framework, the axes of the 2023 Report on the Situation of Human Rights in the Arab World, and the draft vision of the Arab Parliament to address the negative repercussions of natural disasters on human rights in the Arab world. In this context, the Committee recommended supporting the efforts deployed by the Arab relief organizations, working on the regulation and development of the contributions of civil society to implement relief efforts, and coordinating with the Committee on Social Affairs regarding a guiding law on bullying.
Under the chairmanship of Cllr. Mohamed Bekkouri, the Committee on Economic and Financial Affairs discussed the Arab Parliament's 2024 draft budget and initiated recommendations and proposals to be submitted to the Arab Parliament's Presidency and presented before its plenary. This included commending the initiative of cooperation and coordination between the Arab Parliament and the Sub Committee responsible for combating famine in the Arab world. The committee also recommended the generalization of the bill regulating the combat of losses in food provision chains among member parliaments, ahead of its adoption by the Arab Parliament. Additionally, the Committee members proposed organizing a workshop in cooperation with the General Secretariat of the League of Arab States to explore the possibility of legislating on fighting food loss and waste.
The proceedings of the Fourth Session of the Third Legislative Term of the Arab Parliament concluded by holding the Second Sitting where the participants discussed and adopted most of the proposals and recommendations made by the Committees.
