Honorable Board members and Chairpersons of the Groups and Standing Committees,

Honorable Representatives,

Distinguished Professor Abdellah Saaf, Chairperson of the Jury,

Esteemed members of the Jury,

Esteemed guests,

Ladies and gentlemen,

Allow me first to express to you, in my name and on behalf of all the components of the House of Representatives, my honor and happiness at receiving you in this unique scientific ceremony devoted to crowning the winners of the National Prize for Studies and Research on Parliamentary action in its second edition. The Prize is an implementation of the provisions of Rule 350 of the Rules of Procedure of the House of Representatives, intending to consolidate and reinforce the openness policy as a strategic orientation of the House.

This scientific ceremony reflects the openness of the House to its social entourage in its various components, including the scientific and academic one, given the importance of science and knowledge in achieving growth and development and its contribution to advancing the political and democratic practice.

We are of the total conviction that the continuous interest in academic research, and this important and positive practice that we launched in accordance with our Rules of Procedure, will indeed contribute over the years to entrenching this parliamentary tradition, and strengthen the fundamental bonds to which we have always granted special attention as part of cooperation and interaction linking us with universities and scientific research circles.

On this occasion, we assure you that the purpose behind launching the National Prize for Studies and Research on Parliamentary Action is to value distinguished scientific research and encourage researchers, especially young ones, to put more effort into following, studying, and analyzing all the matters related to the parliamentary system in our country, the constitutional functions of the legislative branch, especially those related to legislation, control, public policy evaluation, parliamentary diplomacy, participatory democracy, and those associated with the process of political and democratic development. We hope this Prize will give a qualitative boost to specialized scientific research in the parliamentary field and develop the spirit of creativity and innovation among researchers and in their scientific product, which will undoubtedly benefit both the components of the House and the other actors and stakeholders.

Ladies and gentlemen,

It is no secret to you that linking scientific research with social reality will make specialized scientific research and studies in the field of parliamentary action an essential reference that all House components and all actors and stakeholders can consult. We will therefore spare no effort to enshrine this trend in the framework of our parliamentary institutional approach of communication, openness, and cooperation with all actors, including public universities, as the center of production and development of science, thought, and knowledge, which constitute the main path to progress and development. On this scientific occasion, in my name and on behalf of all the House components, I extend my most sincere congratulations to all the awardees, wishing them further success and scientific production in the service of the causes of our country.

I also take this opportunity to express my thanks and gratitude to the Jury, its Chairperson, and members for the considerable scientific effort deployed to study and evaluate all the chosen works and prepare a composite report on them.

In conclusion, we assure you that the House will continue to adopt this good tradition to ensure the sustainability of its institutional openness to all components of society and the scientific and academic environment to institutionalize the promotion of scientific research and pay greater attention to parliamentary action, so as to contribute to the strengthening of the process of democratic development led by His Majesty the King, may God glorify him.
